Hadopi Law: parents, you are concerned!

Interview with Pascale Garreau, spokesperson for Internet Without Fear, which educates children, parents and teachers of the risks of the Internet, to promote its proper use.

With the adoption of the Hadopi 2 law, what do parents risk if a child downloads illegally?

Article 3 bis stipulates that the holder of an Internet subscription may be penalized if he allows a third person, such as his child, to download illegally. In concrete terms, the parents will first receive a warning and, in the event of a repeat offense, they will be penalized for gross negligence, or even complicity. They will then have to pay a fine of 3 euros and risk a one-month suspension of subscription, by decision of the judge. In the case of a group subscription, families will also be deprived of TV and telephone.

What do you recommend?

Do not hesitate to talk about the Internet as a family, to ask children if they download, why they download, if they know what they risk… Young people should also know the law. And just because parents aren’t mouse kings doesn’t mean they shouldn’t accompany their children. Of course, it is also recommended to secure your Internet connection, but there are no 100% reliable solutions. Hence the importance of prevention messages to limit risks.

At what age can you start to make your toddler aware of the risks of the Internet?

Around 6-7 years old, as soon as the children become independent. We should integrate that into the general sense of education.

Are children well protected in France?

Young people are relatively aware of the dangers of the Internet, which is already a good thing. Despite everything, in terms of use, we realize that they still communicate personal information quite easily, such as their phone number. There is also a disconnect between what they say they do and what parents think.
