The innovation concerns only electricity meters, but for water and gas supply meters, everything remains the same: accredited organizations must verify and change them. 

The procedure for replacing the electric meter

From July 1, 2020, you can not pay for the replacement of metering devices. There is such a requirement in Federal Law No. 522-FZ (dated December 27, 2018) and Decree of the Government of the Federation No. 950 (dated June 29, 2020). Deadlines

The counter is changed before December 31, 2023, if on April 1, 2020 (and before this date too!) The device was absent, out of order, its service life has expired.

If on April 1, 2020 (and before this date too!) The calibration interval has expired, then they change until December 31, 2021.

Please note that the calibration interval and the service life are different concepts. In the first case, this is the period within which the device can be examined by a specialist and conclude that the meter is working, it can be used further. Another thing is that such a service is rarely used, because its price is comparable to the price of a new device. Useful life is the life of the device. If after April 1, 2020 the meter breaks down, its calibration interval or service life has expired and you notify your company about it, the device will be changed within six months.

Timetable

Companies in each region make their own schedule for the replacement and installation of metering devices. Firms should inspect all their facilities and find out when and in which house to change appliances.

Another important point: in 2021, companies could install any metering devices for consumers, and from 2022, power engineers are required to install only “smart” metering systems. New buildings are already equipped with them. The “smart” meter itself transmits readings. Please note that if in 2021 you changed the meter to a standard one, then until its service life has expired, you do not need to change it to a “smart” one.

metering device worked less than six months, but more than three months: the average readings will be calculated for all previous months;

the electric meter worked less than 3 months: Use the consumption standard in your area.

For legal entities, i.e. companies and firms, the mechanism is different. The power grid company will rely on consumption data for the same period last year. That is, if the meter broke down in May 2021, then they will look at the numbers for May 2020.

If it is impossible to establish the date of failure of the meter, then the beginning of the billing period in which the equipment broke down is taken as it. For example, the billing period is from May 20 to June 10. When exactly the device stopped is impossible to find out. So the date of failure will be considered May 20.

Can I replace the electric meter myself?
Without calling a representative of the network organization or a guaranteeing supplier, the consumer cannot replace the electricity meter. He has the right to replace the electric meter at his own expense on his own if the calibration interval has expired, but the metering device has not failed.
