Children to be: free IVF under compulsory medical insurance

For many Russian families, the so-called “in vitro conception” is the only chance to become parents. According to expert estimates, the proportion of patients requiring in vitro fertilization (IVF) is about 20% of the number of registered patients with infertility.

How to get a referral for IVF under compulsory medical insurance?

Since 2016, it is possible to treat infertility using IVF within the framework of the compulsory medical insurance. Patients requiring the procedure are referred to IVF by the attending physician based on the results of the examination in accordance with medical indications and taking into account the absence of contraindications.

Today it is easier to get a referral to a clinic for IVF than before, because the procedure of such “in vitro fertilization” is included in the list of insured events of the MHI fund. The queue is formed at the Ministry of Health of the Russian Federation. At the same time, you have the right to choose a clinic from the list of medical organizations that perform IVF and participate in the implementation of territorial compulsory health insurance programs, regardless of the region in which you are registered or live.

 Algorithm for obtaining a referral to IVF

1. You need to contact the antenatal clinic at the place of attachment with a compulsory medical insurance policy. If all examinations have already been carried out and you have been diagnosed with infertility, you need to get an extract from the outpatient card and referral to the committee for the selection of patients for IVF under the CHI.

2. With the received application, apply to the ministry or health department of the region where you are going to do the procedure, to the Commission for the selection of patients for IVF.

3. After making a positive decision, the commission provides you with a list of clinics that perform IVF and participate in the implementation of territorial programs of state guarantees.

4. When the choice of a medical organization is made, the commission issues a referral for IVF to a specific center. Together with him and documents about the history of the disease, you can contact the chosen clinic. 

What is included in the free IVF procedure?

The basic program of assisted reproductive technologies is provided at the expense of the CHI funds. It includes the following stages:

  1. stimulation of superovulation;

  2. puncture of ovarian follicles to obtain eggs;

  3. fertilization of oocytes with specially prepared sperm from a husband or partner;

  4. ICSI procedure (intracytoplasmic sperm injection into the oocyte);

  5. cultivation of embryos;

  6. intrauterine introduction (transfer) of embryos.

Moreover, all medications should be provided to the patient free of charge, since they are included in the insured event under the compulsory medical insurance.

However, the following services are not included in the basic compulsory medical insurance program and, if necessary, are paid separately:

  1. provision of donor sperm, donor oocytes;

  2. cryopreservation and cryopreservation of germ cells and embryos;

  3. surrogacy.

In case of pregnancy after IVF, a pregnant woman is provided with all necessary medical care free of charge, within the framework of the compulsory medical insurance program.

What to do if pregnancy has not occurred?

According to the legislation, if pregnancy does not occur after the IVF procedure, the patient has the right to re-enter the waiting list in the order of priority. The only drawback is that the process of collecting documents will need to start anew.

You need to know that no more than two IVF attempts can be carried out per year, which are accompanied by stimulation of superovulation. Otherwise, you can greatly undermine the health of a woman.
