The car that you drove for more than ten years has become unreliable. The rapids have rotted here, half of the bottom has been gone for a couple of years, the engine has knocked – no matter how sad it sounds, the moment of parting has come. There is a choice of where to put it, because it costs a penny on the market, and who will buy it in such a state. At one time, the problem could be solved by a car recycling program. The owner was given an appropriate certificate for the purchase of a new “iron horse”.

However, for 2022, the car recycling program has been discontinued. Officials decided that they had already sufficiently supported dealers, automakers and drivers. Every year, they try to return to the discussion of this support measure, but the initiative does not reach the high offices. Note that the car recycling program was not curtailed instantly. A couple of years before that, they systematically discussed its closure, until in 2019 it was finally stopped.

Why was the car recycling program introduced?

For the first time in Our Country, the project was implemented in 2010 and every year it was extended. Car recycling is aimed at achieving several goals at once. The first is to improve road safety, because old cars are very unsafe to drive. The second is to stimulate the market of the domestic auto industry and support the domestic manufacturer. The third is to improve the ecological situation in the country, firstly, old cars cause more damage to the air than new ones, and secondly, you need to put the old car somewhere, and not drive it to the landfill.

The essence of the project is that a car owner who has a car older than 10 years, after passing it for recycling, received a special certificate in the amount of 50-000 rubles.

Changes have been made to the recycling program over the course of its operation.

  1. The money was given in the form of subventions to the regions, which themselves paid cash compensation to car factories. It depended on the sales results of the year;
  2. Both individuals and legal entities could participate in the program (this also includes leasing companies);
  3. In addition to cars, buses and trucks could be recycled;
  4. The list of car factories that participate in the program has been expanded. When it was first introduced, only Lada participated in 2010-2011. Then Renault, Nissan and other brands joined;
  5. Trade-in appeared. The meaning of the principle was that the car is rented to the dealer not just for scrap, but for resale. There is only one point – the car that is rented under this program must be no older than 6 years. This vehicle will be overhauled and sold.

How to buy a car under the recycling program?

You could buy a new car in the same salon where you hand over the old one. But this is not the only place, it was possible to make a deal in different places. It was possible to get a loan. When it was issued, it was required to attach a certificate of disposal of the car to all other documents.

Before closing the program, it was necessary to perform the following actions:

  1. Draw up a car purchase agreement;
  2. Collect documents for disposal (your passport and certificate of removal of the vehicle from the traffic police register);
  3. Dispose of the machine and obtain a certificate of this procedure;
  4. Transfer the certificate to the salon and pay for the dealer’s services.

The certificate discount will be deducted when calculating the final cost of the new vehicle.

Terms of the car recycling program

In order to scrap the car and receive compensation, it was necessary to collect a package of documents. Recycling was carried out in two formats: the Trade-in program (when your old car is repaired and sold) and the recycling program for old cars.

Not every car was suitable for participation in the state program, they also had certain requirements. A car of any brand, year of manufacture and country of origin, but it must have full technical compliance.

It happened like this:

  • The owner of the car hands over the car to the dealer;
  • Then he concludes an agreement with him and draws up an appropriate power of attorney for him;
  • Pays for the services of a dealer (the amount varies depending on the contract, the average for the regions of Our Country was 10 rubles);
  • Then a certificate of disposal of the old car is issued, and you receive documents for subsidies to purchase a new car;
  • The final step is the execution of a contract for the purchase of a new vehicle.

Required documents

The following documents were required for the disposal procedure:

  • the right to own a car;
  • confirming the ownership of the car by the owner over the past 6 months;
  • copies of the vehicle passport with marks on the act of handing over the car for scrap and removal from the state register.

Car list

With the money received, it was allowed to buy only cars assembled in Our Country. This list included both domestic and foreign cars.

According to the information on the official websites of the dealer centers of the Federation, under the program it was possible to purchase:

  • Lada (50 rubles);
  • UAZ (Patriot and Hunter – 90 rubles, Pickup and Cargo – 000 rubles).
  • GAZ (commercial vehicle – 175000 rubles, truck – 350 rubles).
  • Opel (Meriva, Corsa, Insignia – 40000 rubles, Astra – 80 rubles, Mokka – 000 rubles, Antara – 100 rubles).
  • Peugeot (Boxer, 408 and 4008 – 50000 rubles).
  • Renault (Logan, Sandero – 25000 rubles, Duster, Fluence and Koleos – 50000 rubles).
  • Hyundai (Solar, Crete – 50000 руб.);
  • Nissan (Terrano – 50000 rubles, Almera – 60000 rubles, Teana – 100000 rubles).
  • Skoda (Fabia – 60000 rubles; Rapid – 80000 rubles, Octavia, Yeti – 90000 rubles).
  • Volkswagen (Jetta, Polo – 50000 rubles).
  • Citroen (C4 – 50000 rubles).
  • Mitsubishi (Outlander — 40000 rubles, Pajero Sport — 75000 rubles).
  • Ford (Focus, S-Max, Galaxy, Mondeo — 50000 руб., Kuga AWD, Ecosport AWD — 90000 руб.).

Amount of discount

The amount of the discount depended on the vehicle you wish to scrap.

If this is a passenger car, then the discount was from 50 to 000 rubles; medium-duty trucks – from 175 to 000, buses from 90 to 000, SUVs from 350 to 000, special vehicles from 100 to 000, any AvtoVAZ models – 300 rubles.

Dates

The car recycling program in Our Country for 2022 has ceased to exist. Perhaps, seeing the request of business for support, the government will decide to resume its work.

Where is the recycling of cars under the state program

The process of car recycling in Our Country was carried out by several large companies and dozens of small ones.

It was possible to hand over the car for recycling at the choice of the car owner:

  • at the state point of reception of cars (any and absolutely free of charge);
  • in a private company (they charge from 10 rubles for work, but they no longer give a certificate for a discount under the state program).

You can also return the car to the nearest scrap metal collection point, but this will bring little money.

Independent disposal or disassembly with the subsequent sale of spare parts has also not been canceled. The car is dismantled, and its components are displayed on the sites selling parts. The total profit can significantly exceed the real cost of the machine.
