The art of remodeling: how to turn a conventional home into a luxury apartment
A bathtub where there used to be a kitchen, a gas stove in place of a bed – the temptation to turn a typical apartment into a designer apartment is great. But before reshaping housing, you need to understand whether the planned changes are permissible.

Transferring the bathroom to the room above the room or kitchen of the apartment located on the floor below.
Arrangement of a kitchen under a bathroom or a living room under a kitchen or a bathroom of an upstream apartment.
Demolition of the partition between the kitchen equipped with a gas stove and the room.
Combining a balcony or loggia with interiors.
Installation of heated floors using the common house water supply system.
Construction of loggias, balconies, terraces, verandas on the second and subsequent floors.
It is not necessary to obtain permission to install, relocate or dismantle plumbing fixtures and cooking stoves if they are moved within the boundaries of the existing kitchen and bathroom. The demolition and installation of built-in wardrobes, the erection, elimination of non-bearing partitions or the transfer of openings in them are allowed. It is not necessary to coordinate the installation of an air conditioner, dishwasher or washing machine, the device of electrical outlets.
Requires permission
Project documentation is necessary if you want to carry out work affecting the supporting structures of the house (for example, the device or expansion of the opening in the load-bearing wall, the device of the mezzanine), plan to change the dimensions of the bathroom, bathroom, move the kitchen to another room. Work affecting the common property of the house will have to be coordinated. For example, you are planning to install a partition in the lobby near your apartment.
How to reconcile
If at least one action requires the development of project documentation, you have to:
Draw up a redevelopment project (for this you need to contact the design organization, which is a member of the SRO). It is issued in electronic form with the electronic signature of an authorized person of the organization.
Submit an application through the mos.ru portal by selecting the tab “Coordination of reconstruction or redevelopment of premises in an apartment building” in the menu. Having filled in the required fields of the request, you need to upload the project of work.
Get the decision of the Moscow Housing Inspectorate for approval.
Perform work in accordance with the project.
After the completion of the redevelopment, submit an application through the mos.ru portal, choosing the purpose of the appeal “Issuance by the acceptance committee of an act on the completed reconstruction or redevelopment of a premise in an apartment building”, and download the acts of hidden works.
Provide access to the apartment for an employee of the Moscow Housing Inspectorate for inspection.
Obtain an act on the completed reconstruction or redevelopment of the premises.
