But don’t be surprised if in 2022 you walk into a car dealership, approach a loan officer and ask them to sign up for the program, and they shrug their shoulders. The subsidies that the budget allocates for preferential loans fly away at lightning speed. There are a lot of people who want to buy a car under the First Car program. Past years have shown that the limit of funds allocated by the state for support scatters during the first months of the year, the maximum of the first quarter.

Why was the First Car program created?

In order to help new motorists purchase vehicles, the authorities created the First Car program. Although if you look for some law or regulation with that name, you will not find anything. A special system in the form of concessional lending was developed by the Ministry of Industry and Trade of the Federation. The essence of the program is that every driver who is ready to buy a car under the program receives a 20% discount on a car. But only if he takes it on credit.

Conditions of the program “First car”

Not everyone can participate in the program. Marital status, age and the presence or absence of children are not taken into account.

  1. This car loan can only be taken by those who buy a car for the first time in their lives. It turns out that the car should never have been registered in the name of the borrower before.
  2. The maximum loan term is up to 7 years. However, most banks are limited to 36 months. That is, you need to pay for the car for three years. Therefore, you need to calculate your financial capabilities, because the shorter the loan term, the higher the monthly payment.
  3. The purchased car must be domestic or assembled in Our Country.
  4. The mass of the machine must be no more than 3,5 tons.
  5. The cost should not exceed 2 rubles.
  6. The car must be unused. Year of release – 2021 or 2022.
  7. You have not entered into and do not plan to enter into other loan agreements for the purchase of a car in 2022.

Dates

This program began operating in 2017. Then the budget laid down for its implementation was exhausted already within two to three months from the moment of launch. Actually, nothing has changed since then – the subsidy is very quickly scattered every year.

From March 1, 2019, the state government program was extended for another two years – 2019 and 2020. And then it became known that it would be valid until 2023.

List of models

As mentioned above, a car can only be purchased that meets the requirements. You can get a discount only on a new vehicle, used cars do not participate in the program.

To simplify the choice of a car, the list of vehicles is clearly spelled out in the law:

  • Lada Niva;
  • GAZelle “Business”, Next, “Sobol”;
  • Lada 4х4 (Legend), Great, Largus, XRay, Vesta;
  • UAZ “Pickup”, “Profi”, “Patriot”, “Hunter” (models 3303, 3741, 3909, 3962, 2206 and their modifications;
  • electric vehicles of the Evolute brand, produced at the Motorinvest plant in Lipetsk. With an increased discount of 35% (but not more than 925 thousand rubles).

Previously, under this program, it was possible to buy a number of foreign cars that were assembled at factories. In 2022, they are no longer included in the program.

Please note, since the law sets a limit on the price of a car of 2 million rubles, not all configurations from the list above fall under a preferential loan.

In which regions is the promotion valid?

Formally, it operates in all regions. But the minus of the action is that the financial institutions that take part in the program are not everywhere.

Residents of Moscow, St. Petersburg, Kazan, Nizhny Novgorod, Volgograd, Samara, Ufa, Chelyabinsk, Novosibirsk, Yekaterinburg and Rostov-on-Don can definitely take advantage of this advantageous offer. Required package of documents

Banks require the following documents from program participants:

  • a copy of the passport and demonstration of the original upon registration;
  • a copy of the driver’s license and the original upon registration;
  • application for participation in the state program (taken from the Bank);
  • a certificate from the traffic police confirming that the cars were not previously registered with you (some banks make the request themselves).

In addition, possible additional requirements of banks may appear (not always and not in all):

  • certain driving experience;
  • certificate of income;

Step by step guide to buying a car

First you need to make sure that you can participate in the program, and then proceed to the registration procedure.

This requires:

  1. Contact the bank or car dealership and apply. Note that applying through a car dealership saves time, since managers submit applications to several banks at once;
  2. Present your driver’s license and a package of the above documents. Then a credit history check will be performed;
  3. Wait for the decision of the bank. The standard application review process takes 3-14 days. Preferential lending implies an increased period for studying the application, and the bank can “think” up to a month.

After that, the dealership staff will contact you. After approval, you will need to leave a receipt confirming that you will not borrow other cars for a year.

Then comes the registration process. The lender will automatically transfer the money to the seller’s account. Car loans and subsidies are not issued on hand.

After the purchase, you can safely go to the traffic police and register the car. Only then will you need to return the TCP to the bank, where the document will be stored until you fully repay the loan.

– There are pitfalls in any state program, the “First Automobile” is no exception. When applying for a car loan, customers are imposed with an extended CASCO, which costs a lot of money. It turns out that, having decided to save money, you “fly in” another 100 thousand because of CASCO and the subsidy allocated by the state is spent not on repaying the principal debt, but on additional services that someone does not need at all.
