Child protection in France

The protection of children in danger in France was established by the law of March 5, 2007. This reform fixes the importance of the role of the president of the general council in the event of report to the judge of the children. There are two categories of children: minors at risk of danger reporting to the general council (department) and minors in danger reporting to the juvenile judge.

The protection of children at risk covers two aspects:

  • administrative protection : under the responsibility of the general council (department, departmental solidarity department, approved associations, approved establishments, specialized educators)
  • judicial protection of minors : entrusted to the Ministry of Justice through the juvenile judge and the public prosecutor. 

The role of ONED, National Observatory for Children at Risk

ONED carries out an estimate of the number of minors and young adults subject to a child protection measure each year. Together, it organizes the anonymous transmission of information to the departmental child protection observatories and to ONED. This estimate is made using data from the Directorate of Research, Studies, Evaluation and Statistics (DREES) and the Directorate of Judicial Youth Protection (DPJJ), with the number of minors in educational assistance established by juvenile courts.

The number of minors care taken in child protection is around 273, ie a care rate of 000 ‰ for those under 19 years of age.

The number of young adults concerned by a support measure is approximately 21, ie a support rate of 300 ‰ for 8,7-18 year olds.

ONED takes on different missions:

  • Improve knowledge general on situations of endangerment and protection of minors through the inventory and development of quantified data on the one hand, and studies and research on the other.
  • Identify, analyze and disseminate practices prevention and intervention in child protection.
  • Support the actors of child protection.

ONED is a real support for child protection policies. It can be brought to collaborate regularly with all stakeholders of child protection, in France and abroad.
