The Ministry of Nature presented plans for 2018

The Ministry released a half – hour film . It cheerfully and joyfully talks about achievements, but, unfortunately, there is not a word about what has not been done. Moreover, even these results were calculated only by the end of March 2018, which indicates the low efficiency of work control. A year and a half ago, Vladimir Putin gave ten instructions to the Ministry of Natural Resources regarding the environment, they could become a real environmental reform. In 2017, the department only managed to start implementing them, therefore, according to independent experts, the results of the Year of the Environment were bleak.

The year is over, but many officials say they won’t leave the president’s orders to their fate. And this is not surprising, because more and more Russians are thinking about the conditions in which they live, the topic is relevant for politicians, they understand that through work on it they get votes. At the meeting, the Ministry of Natural Resources told what they were going to do with landfills, about bills, the introduction of the most accessible technologies and programs for nature conservation.

landfills

The leaders of the Ministry of Natural Resources want to start eliminating the famous landfills: the Black Hole in the Nizhny Novgorod Region, the Krasny Bor landfill in the Leningrad Region, and the dump with waste from the Baikal pulp and paper mill. They also recalled the Clean Country project, approved back in 2016. It should reduce the volume of landfills by 2025% by 30, due to incineration and reclamation. In the past, he made a lot of noise due to contradictions in the wording, in addition, it is doubtful to eliminate landfills by burning, according to experts from WWF and Greenpeace.

According to the project, it was planned to build waste incineration plants in the vicinity of Solnechnogorsk, Naro-Fominsk, Elektrostal and Voskresensk. If you think about it, then everyone who has summer cottages knows when the neighbors start burning garbage, and the wind is in their direction, it becomes impossible to breathe, imagine, and if a whole plant does this every day, then what will happen to the Moscow region. Buildings managed to be delayed, thanks to the active protests of citizens. But there are still plans to build waste incinerators, Minister of Natural Resources Sergey Donskoy said in March 2018.

In addition, as a result of legislative changes in 2017, new fees were introduced from enterprises for the processing of packaging and production waste. But the mechanism itself is not debugged and allows you to bypass it. As a result, the environment is polluted as before, and the pay is less, the auditor of the Accounts Chamber came to such conclusions.

Legislation

In 2018, the Ministry of Natural Resources and Ecology is going to develop and approve a law on air pollution calculations, which will help identify where and how it is polluted. The Animal Welfare Act to ensure that cats, dogs and other pets are kept in suitable conditions, as well as to protect neighbors from noise, smell and other unpleasant consequences of improper maintenance. And finally, the law on eco-information, which should provide people with reliable information about the environment and protect against false information.

nature conservation

In 2018, the Ministry of Natural Resources wants to create six specially protected natural areas, and 18 more over the next five years. And also to build an infrastructure for eco-tourism in Russia so that four million people annually can join the beauties of our country. Restore the stock of rare animals in nature reserves by breeding them in zoos and releasing them into the wild. Continue work on the conservation of the Volga River, which began in 2017, for which it was planned to allocate 257 billion rubles. In the Forests of Russia, it was decided to increase the number of forest inspectors by 10%, improve the fire extinguishing system, mark the forest by the piece to account for harvesting and sale, and create mechanisms to compensate for deforestation.

Extend the Baikal conservation project for another six years, solve problems around the lake: find a balance between the needs of people living in the area and the need to protect the lake from human waste. Officials want to revise the map of the protected area around Lake Baikal. Initially, the border of these territories was adopted out of political necessity, and not on the basis of an expert assessment of environmentalists, said the head of the Republic of Ingushetia, Alexei Tsidenov. Therefore, on the territory there were settlements that, according to the law, should not be there. As a result, many people live in violation of the law on the protection of nature. Now you need to either change the map or relocate people.

The most accessible technologies

The meeting confirmed the intention to introduce BAT. This term implies the introduction of new technology that will reduce the harmful emissions of enterprises into air and water, as well as reduce the amount of solid waste. President Vladimir Putin has sternly ordered all departments and officials to stop postponing this process.

New controls

You won’t surprise anyone with a water meter in an apartment, such a measure made it possible to teach people to treat water much more economically. The simple realization that water, like money, flows down the sink has caused many to turn off the faucet. They want to do the same with enterprises by installing automatic meters on sewers. The implementation of this idea can radically change the situation with liquid waste and the cleanliness of rivers. But so far it is far from being realized. But Vladimir Putin in 2016 instructed to deal with water purification.

A lot was said at the meeting of the Ministry of Natural Resources, but without specifics: what, when and by whom will be implemented. And when we do not know the names of those responsible and the deadlines, then there is no one to ask for the implementation. The central theme, like the whole previous year, was the elimination of landfills, which were fought in the Year of Ecology. And nature and the introduction of eco-technology are on the sidelines. At the end of the meeting, Minister Sergey Donskoy thanked everyone for their participation and awarded the distinctions “Honorary worker of nature conservation” and “Excellent worker of nature conservation” to all those who performed well during the Year of Ecology.
