Commonwealth of Independent States (or CIS) – This is an international organization created in December 1991, which consists of states that were previously part of the USSR (not all).
The CIS was founded by the heads of Our Country, Belarus and Ukraine through the signing on December 8, 1991 of the “Agreement on the Establishment of the Commonwealth of Independent States” (more often referred to as the “Belovezhskaya agreement”).
The adoption of the Charter of the Commonwealth of Independent States on January 22, 1993 finally completed the process of forming the CIS.
- Founding states of the CIS – countries that have ratified the “Agreement on the Establishment of the CIS” (including the Protocol to it of December 21, 1991) before the adoption of the Charter.
- CIS Member States – the founding countries that assumed the obligations following from the Charter, within a year from the date of its adoption.
- Associated members of the CIS – countries that participate in certain activities of the Commonwealth under the “Associate Membership Agreement”.
- Observers – countries that are not part of the CIS. But their representatives have the right to attend meetings of the Commonwealth (with the approval of the CIS members).

Ассоциированные члены содружества
Единственным ассоциированным членом СНГ является Туркмения (столица – Ашхабад), до 2005 года являющаяся государством-основателем Содружества. Соглашение о создании СНГ и протокол к нему были ратифицированы 26 декабря 1991 года.
