Gut the herring and soak in cold water. Soak milk separately. Prepare the marinade – boil water, adding vinegar, sugar, carrots, parsley, onions, spices, cut into slices. Cool the marinade. Remove the skin from the herring and cut it into fillets, carefully removing all the small bones. In the middle of each fillet, put a few slices of peeled pickled cucumber and carrots from the marinade. Roll the fillet tightly with a roller and prick with a clean wooden hairpin. Fold into a glass jar. Remove the film from the milk and rub them well with a spoon or rub through a sieve, then fill with vegetable oil and mix with the marinade. Pour over the herring, cover the jar with parchment and tie. Keep in a cool place for 6-8 days.
