Parental leave, family allowances: the changes expected in 2015

Family policy: changes for families in 2015

After several months of discussions, the deputies adopted Tuesday, October 28, 2014 the Social Security financing bill for 2015 (PLFSS). Several aspects concern families. Parental leave, the birth bonus, the basic allowance of the PAJE, family allowances… the various measures adopted should considerably modify the daily life of families. Explanations.

Parental leave

MEPs voted for the reform of parental leave from the 2nd child. In practice: it would always be 3 years, provided that there is a division between the parents. The first would have the right to 24 months and the second to 12 months, from 2015, which upsets the plans of future parents, who had decided to conceive a second child for example by providing a total of 3 years leave for the mother. .

A priori for multiple births, parental education leave could be extended until the children enter nursery school. For multiple births of at least three children or the simultaneous arrivals of at least three adopted or entrusted children, it could be extended five times to end no later than the sixth birthday of the children.

For the first child, the duration of parental leave allows each parent to take six months, ie a total of 12 months of presence. Note that it is not possible to transfer the 6 months not taken.

Family allowances

The deputies finally voted the modulation of family allowances depending on income, Friday October 24, 2014. As of July 1, 2015, family allowances should be paid based on income, a first in France where the universality system has been in place since the post-war period. The law provides that family allowances will be halved from 6 euros of monthly income for a household with two children, or 65 euros instead of the 129 euros currently. And by four from 8 euros of income, or about 32 euros.

A smoothing mechanism for income close to 6 and 000 euros has also been approved.. For example, for a household with two children and an income of 6 euros, the allowances paid will be reduced by 010 euros, not halved.

The birth premium will be paid from the 1st child, still for an amount of 923,08 euros (amount valid until March 2015), and not divided by two as announced last September. On the other hand, it is planned that it will no longer be paid in the 7th month of pregnancy but at the birth of the child.

The basic allowance, as for her, will be paid at the beginning of the month following the birth and no longer at the birth of the baby.

Child care at home

MEPs voted for a reduction in employer contributions for employer parents of babysitters aged 6 to 13, from January 1, 2015. The families concerned will have a reduction of 1,50 euros, for a maximum of 40 hours per week on condition of declaring these hours on Pajemploi (currently 75 centimes per declared hour).
