How to legalize the redevelopment of an apartment: tips
Summer is the time for repairs, because while the builders are moving doorways and whitewashing ceilings, you can live in the country. Do you want to move the kitchen to the bedroom and the toilet to the closet? This is a prohibited redevelopment. There is a list of changes that are prohibited, but there is also a list of permitted works. For several years, an amnesty was in force in the capital, it allowed apartment owners who made illegal redevelopment to come to the housing inspection and legalize repairs. Now you first need to get permission to work, and then do them. And this is not a whim, because all the load-bearing walls of the apartment are something like the bones of the skeleton – one was removed, the load on the rest increased. Therefore, often after thoughtlessly made repairs, the house cracks. Those who ask permission retroactively are fined from 2 to 23,5 thousand rubles. If the redevelopment has affected the main walls, you have to eliminate the changes.
What can and can not be done without agreement
There is a list of works that can be done without the consent of specialists. For example, without fear, it is allowed to change windows, glaze loggias, move floor electric stoves (if this happens within the kitchen), make cosmetic repairs, disassemble built-in wardrobes and mezzanines. But any manipulations with load-bearing walls or interference in communications must be coordinated. By the way, even to replace a gas stove with an electric one, you need to get permission.
To agree on the changes, you need to contact the housing inspectorate of your district. Look for her address on the website mgi.mos.ru. Take your time to collect papers, first contact a specialist for a free consultation. He will tell you if you need to get permission at all. If it turns out that agreement is inevitable, the following steps will have to be taken.
1. Order at the bureau of technical inventory technical passport of the dwelling (if there is one, then you will not have to get a new one).
2. Make a redevelopment project. If the work involves curtain walls, it is enough to contact any design organization. Please note that it must be a member of an SRO (Self-Regulatory Organization). Check if the company has permission to do such work. If the repair will affect the capital partition, the document must be ordered from the Expert Center. In the event that the changes are minimal, for example, you want to make an additional wall of drywall, it is enough to make a sketch yourself and take it to the Housing Inspection. There is also an easy way. For each apartment, several reconstruction options are offered, if one of them suits you, use it to obtain a work permit.
3. Prepare documents – statement, certificate of ownership of the apartment, consent of all owners of the premises for redevelopment.
4. Submit documents to the multifunctional center on the provision of public services (“My Documents”).
· Demolish load-bearing walls, partitions, disassemble floors.
· Install partitions or floors made of heavy materials instead of lightweight ones.
· Install valves on water and heating risers.
· Eliminate or reduce the ventilation shaft.
· Move the bathroom or kitchen to the living room (there is insufficient waterproofing and ventilation).
· Take out the battery to the loggia. This will lead to a decrease in the temperature in the heating system.
· Arrange underfloor heating from common building hot water supply or heating systems, as well as transfer heating radiators to loggias, balconies and verandas.
· Expand the bathroom at the expense of living rooms. If you stretch pipes into the former bedroom or living room, the ceilings and walls in the apartment of the neighbors below will eventually become damp and covered with mold. It’s all about the lack of necessary ventilation.
