The prime minister announces an epidemic threat in Poland

Due to the SARS-CoV-2 coronavirus pandemic causing the COVID-19 disease, which has not bypassed Poland as well, the government is taking further measures to prevent the spread of the disease.

The possibility of introducing an epidemic threat was announced on Thursday (March 12.03) by the Minister of Health, Łukasz Szumowski. at Friday’s press conference, further restrictions were introduced, explaining them with the need to limit the rapidly spreading virus.

Epidemic emergency – what does it mean?

Primarily:

  1. borders and border controls will be restored, for the time being for 10 days. – After crossing the border, Polish citizens will be sent to a 14-day quarantine – announced the prime minister. Morawiecki also added that the ban on entry to Poland will apply to foreigners,
  2. international passenger air connections will be suspended, as well as rail connections, Polish airlines will also not fly outside Poland,
  3. shops, banks and ATMs will be opened,
  4. the activities of shopping malls will be limited: only grocery stores, laundries, pharmacies and drugstores will be open,
  5. Restaurants, pubs and bars will be closed, food will only be available for home delivery.

From March 12.03, all educational institutions, universities and cultural institutions are closed. All mass events have been canceled. At a press conference convened by Minister of Health Łukasz Szumowski, the first death due to coronavirus was announced. A 57-year-old woman from Poznań, who was chronically ill, died.

The Minister of Health also announced at the conference that today a regulation on the introduction of an epidemic emergency in Poland will be issued. The Act of 5 December 2008 on preventing and combating infections and infectious diseases in humans (i.e. Journal of Laws of 2019, items 1239, 1495) defines the state of epidemic threat as a legal situation introduced in a given area in connection with the risk of occurrence epidemics in order to take preventive measures specified in the act.

Principles of the state of epidemic threat

If an epidemic threat or an epidemic occurs in the area of ​​more than one voivodeship, the state of epidemic threat or an epidemic is announced and canceled, by regulation, by the minister of health in consultation with the minister for public administration, at the request of the Chief Sanitary Inspector.

When announcing an epidemic emergency, the minister of health or the voivode may impose the obligation to vaccinate against other infections and infectious diseases. Importantly, during an epidemic emergency, the following can be established:

  1. temporary restriction of a specific mode of movement,
  2. temporary restriction or prohibition of the marketing and use of certain items or food products,
  3. temporary limitation of the functioning of certain institutions or workplaces,
  4. prohibition of organizing shows and other gatherings of people,
  5. obligation to perform specific sanitary procedures, if their performance is related to the operation of specific production, service, commercial or other facilities,
  6. an order to provide real estate, premises, land and provide means of transport for anti-epidemic measures provided for by anti-epidemic plans,
  7. the obligation to carry out preventive vaccinations, referred to in paragraph. 3, and the groups of people subject to these vaccinations, the type of protective vaccinations carried out

– having regard to the routes of spread of infections and infectious diseases and the epidemic situation in the area where an epidemic emergency or epidemic has been declared.
