Who is entitled to AEEH?

The AEEH is not means tested. Parents who take care of a child under the age of 20, and whose disability implies a minimum disability rate, may benefit from the allowance for the education of the handicapped child.

  • The child has a disability of 80% or more: his parents can request payment of the education allowance for the disabled child provided that the child is not taken care of in a boarding school and that he does not receive monthly income higher than 55% of the gross minimum wage.
  • The child has a disability between 50% and 80%: his parents can benefit from the AEEH if the above conditions are met, and if the child attends a specialized establishment or benefits from a support or support system. Home Care.

The assessment of the disability rate falls within the competence of the Committee on the Rights and Autonomy of People with Disabilities (CDAPH).

The amount of the AEEH

The amount of the basic allowance under the AEEH is € 130,51 per month.

This amount can be supplemented depending on the child’s level of disability. The level of handicap depends on:

  • Expenses incurred by parents and related to the child’s state of health.
  • Interruption of the parents’ professional activity, if applicable.
  • The hiring of a paid third party to take care of the disabled child.

The level of handicap is assessed by the CDAPH.

Until what age can I receive this allowance?

To benefit from the AEEH, parents make their request to the departmental house for disabled people (MDPH) in their place of residence. They send the Cerfa form n ° 13788 * 01 duly completed by registered letter AR. The request is examined by the CDAPH within 4 months of receipt of the form. If there is no response within 4 months, the request is considered refused.

Please note: the AEEH application form changes on September 1, 2017. To find out which form to use, it is advisable to contact your MDPH.

When examining the application, the CDAPH assesses the duration of the right to education allowance for a disabled child. It is between 1 and 5 years, and can be extended.

In any case, the payment of the AEEH is interrupted when the child reaches the age of 20 years. The child can then apply for an allowance for disabled adults (AAH).

The complement of AEEH

Parents can benefit from an AEEH supplement depending on the level of disability of their dependent child. The level – or category – of handicap is determined as follows:

  • Category 1: the child’s handicap generates monthly expenses of between 228,39 and 395,60 €.
  • Category 2: the child’s disability generates monthly expenses of between € 395,60 and € 505,72 and / or a 20% reduction in the parent’s working time or the hiring of a third party for 8 hours per week.
  • Category 3: the child’s disability generates monthly expenses of between € 505,72 and € 711,97 and / or a 50% reduction in the parent’s working time or the hiring of a third party for 20 hours per week. Level 3 is also reached if the parent reduces their working time to 80% or if they employ a third party 8 hours per week, provided that these changes involve monthly expenses greater than or equal to 240,63 €.
  • Category 4: the child’s disability generates monthly expenses exceeding € 711,97 and / or the parent’s work stoppage or the hiring of a full-time third party. Level 4 is also reached if the parent reduces their working time to 80% or if they employ a third party 8 hours per week, provided that these changes involve monthly expenses greater than or equal to € 446,87. Level 4 is also achieved if the parent reduces their working time to 50% or if they employ a third party 20 hours per week, provided that these changes involve monthly expenses greater than or equal to € 336,75.
  • Category 5: the parent puts an end to his professional activity or hires a third party full time, this change resulting in expenses exceeding € 292,18 per month.
  • Category 6: the level 5 handicap implies permanent care and supervision obligations for the family.

When the disability is classified in one of these categories, the parent receives an additional education allowance for the disabled child. The single parent receives an additional supplement:
