Gathering a child for school is quite costly. One satchel is just what it is! And the form? .. But that’s not all. At the first parent-teacher meeting, moms and dads are often told about the need to fork out more.
Parents should not buy textbooks. This was finally and irrevocably found out five years ago. Sometimes, however, you have to. But workbooks for textbooks are constantly forced to buy. Say, we have the tutorial itself. But you cannot study without a notebook attached to it. After all, there are all the tasks!
Some of the parents pay in silence, some try to fight … But everything ends the same: you have to run around the city’s bookstores to find that very notebook. And not the fact that it will work out. However, most mothers prefer not to scandal – they will win back on the child, it is better to tighten their belts and pay.
At the recently held all-Russian parents’ meeting, the Minister of Education of the Russian Federation Olga Vasilyeva gave an unequivocal answer to the question of collecting money for workbooks.
– If the school includes a notebook in the mandatory list, then it must ensure their purchase, ensure the availability of a notebook. But we must proceed from the need to use them. Because you can teach without a workbook, and many do so. However, sometimes there is a really one hundred percent need for a notebook to be. If there is such a need, then, of course, the school should buy them.
Sounds beautiful and authoritative. What about life? And in real life, parents lay out from 800 to 3500 rubles for notebooks. And this is in elementary school! Moreover, those who pay 3500 are sure that the quality of education of their children is several times higher (the teacher is a fine fellow, she was able to convince).
And this despite the fact that the provision of schoolchildren with teaching aids, including workbooks, is regulated by law. In accordance with Art. 35 of the Federal Law of December 29.12.2012, 273 No. XNUMX-FZ “On Education in the Russian Federation”, the school (state, municipal means) must provide the student with textbooks, manuals, teaching materials and other necessary things, up to blackboards, desks and chalk.

So what happens? School principals and teachers absolutely know that they have no right to insist on purchasing workbooks. Then why is the question still relevant and parents are forced to spend thousands every year to buy teaching aids?
The teachers we talked to are sure that it is more interesting for a child to study with workbooks – there are a lot of pictures and assignments. And, to be honest, it’s easier for the teacher himself: you don’t need to force the child to draw a line from A to B – everything is drawn in the workbook, prepare cards with assignments for each … So the teacher offers to purchase a set of benefits for a certain amount, and after all, a rare parent will refuse (Am I an enemy to my child?).
However, there are quite a few among teachers and opponents of workbooks. They say that they do not allow development – the child does little himself, but should be able not only to think with his head, but also to think with his hands. And that is true: sometimes an 8-year-old schoolboy does not know which side to apply the ruler to the sheet.
So what can be done? First of all, parents in search of truth should familiarize themselves with the educational program approved by the school leadership, in which information on all subjects, textbooks and teaching aids to them is presented in the form of a table. This document is posted on the official website of the educational organization. It can look like this:
Please note: the table does not contain a word about teaching aids, which are workbooks. What does this mean for parents? First, the fact that workbooks have not been purchased, since the school management believes that there are enough textbooks for a quality education. But if the textbook and workbook are hyperlinked, you will have to buy the notebooks yourself.
It would be nice to discuss this issue with other parents. If all of you or the majority (it is desirable to agree among themselves in the classroom) do not want to spend money on benefits in excess of the list approved by the school, no one will force you to do this. This should be reported to the school administration. And if pressure starts, then you will have to go through the chain to the district education department, department, ministry and Rosobrnadzor.
