“If you give a short answer, then this happens because of the discrepancy between the goal set and the achieved result. In my opinion, the answer to the question can be divided into two parts:
1. What does it mean to stare, in terms of the result achieved? Note? Watch closely? I believe that only poorly educated, uncivilized and low people (sorry for the cliches) can closely observe and clearly give signs to a woman that her appearance, from the point of view of sexuality, is appreciated. At the same time, almost any heterosexual man who sees a woman dressed in this way will pay attention to such a woman and evaluate her sexuality, regardless of his education, social status and wealth. Here there are elementary instincts of reproduction, which are almost impossible to control.

2. Why a woman dresses like this, that is, what goals she sets for herself, can have many reasons, but, it seems to me, there are three main ones:
- desire to attract any particular man
- lack of taste and sense of proportion
- psychological problems, which themselves can have a large number of causes, some of which are already mentioned in the answers.
Does a man have the right to evaluate a woman’s sexuality? This question cannot be answered, since the evaluation of sexuality is not a conscious process. Of course, a woman has the right to decide when and what to wear, it is also possible that dressing sexually attractive, she does it for a specific man, but with all this we exist in society, so if a woman appears in an obviously sexually attractive form in a public place, her will appreciate just instinctively. By the way, both men and women will evaluate the sexual attractiveness of such a woman. But of course, instincts cannot serve as an excuse for the boorish behavior of some, no longer men, but males.

“The question is great in itself! I also felt righteous anger for a moment, and then held back. The bottom line is that the built-in connection between appearance and staring eyes is only apparent in very primitive societies. This naive question touches the very essence of discrimination and intolerance. In Russia, women are still discriminated against. We easily discuss and condemn her appearance, the length of her skirt and indicate her place in society. Also in this issue lies the illusion of justice – the author of the question is sure of the negligence, short-sightedness and gullibility of such a woman. They say, why is she then surprised, she even easily justifies the boor and greasy jokes – “she herself is to blame …”.
This question does not have a correct answer. But there is an urgent need to educate a society where every woman will have the right to dress as she wants and be in such a form where she wants, at any time of the day or night.
