What documents are needed to start building a private house

Before starting the construction of a private residential country house, read the list of required documents.

Almost every city dweller dreams of changing the noisy metropolis to a quiet green corner and spending some time in his own home. Especially desperate ones even make these dreams come true and, having found a suitable site, they are enthusiastic to build their family nest. However, in order not to face problems later, it is necessary to collect all documents and permits before starting construction.

Before you start building your own country house, read the list of necessary documents, without which you cannot start construction. You should also check the availability of documents confirming the purchase and registration of the land plot. By the way, in order to obtain a building permit, you need to contact the administration and fill out an application.

Together with this application, you must provide: decree of the head of the administration on the provision of a land plot for individual housing construction; contract of sale; general plan; site passport; an act on the in-situ establishment of the boundaries of a land plot and a breakdown of buildings, red lines and building axes.

After these documents are considered, the head of the administration must issue a resolution on permission (or refusal of permission) for the construction of a private residential building. If a positive decision is made, a passport for the project of a private residential building must be issued.

It includes: the decision of the administration on the construction permit; a document certifying the developer’s right to a land plot; a copy of the master plan of the relevant urban planning documentation; situational plan; technical conditions (TU) for connection to utility networks (with a diagram); floor plans, sections, facades; an act on the in-situ establishment of the boundaries of a land plot and a breakdown of buildings (with a layout scheme).

In addition, you still need to collect a separate folder of papers (project of an individual private residential building): a situational plan (M 1: 500), showing the location of the construction object in conjunction with the nearest settlements, sources and external networks of energy, heat and water supply, structures, sewerage networks; topographic survey of the site with the adjacent part of the street (Scale 1: 500); master plan of the site with a vertical layout and linking the project to the terrain (Scale 1: 200, 1: 1000); basement plan (technical underground, basement floor); floor plans (Scale 1: 100, 1:50); main and side facades of buildings (M 1:50, 1: 100); characteristic cuts (M 1: 100, 1:50); floor plans and coverings of non-repeating floors (Scale 1: 100); plan of the roof truss system (M 1: 100); roof plan (M 1: 100, 1: 200); foundation plan (M 1: 100, 1:50); section of foundations, typical architectural and construction units and details (М 1:10, 1:20); general explanatory note and technical and economic indicators; budgeting and financial considerations for the cost of construction; engineering drawings (according to the design assignment).

You also need to get documents for registration of a land plot… To register it, you need to fill out an application in which to formulate the purpose of using the land (organization of a farm or personal economy, construction of a private residential house, gardening, etc.), the location and size of the land plot, attach a copy of an identity document (passport), a purchase agreement -sales, a certified cadastral plan of a land plot, documents containing information on a citizen’s right to a land plot (the right to an unlimited use of a land plot or the right to life-long inherited ownership is considered).

An application along with a copy of the passport must be submitted to the Ministry of State Property Management. Usually the review procedure takes about two weeks, sometimes a little more. After that, you should be given a copy of the decision. In this case, the product of measurements of the site and the creation of a cadastral plan, you will have to prepare yourself.

And then you will need to apply for registration with the Federal Registration Service by submitting the following documents: a copy of an identity document (passport); the decision made by the local executive authority on the registration of the land plot; contract of sale; certified cadastral plan of the land plot.
