What boats need rights and registration in GIMS, what documents are needed

The State Inspectorate for Small Vessels of Russia and floating craft received a new regulation, which was one of the reasons for the very large number of questions and heated discussions on the forums.

Unfortunately, the new rules did not bring much clarity to the existing problem, since most of the owners do not participate in the forums, and those who own such information do not correctly perceive the nature of the new information. As a rule, especially in recent times, the nature of the legal language is not entirely clear to ordinary citizens. In this regard, many questions arise from the owners of boats that are subject to registration.

Boats that are not subject to registration

They include:

  1. Non-motorized boats, no more than 20 meters long.
  2. Non-motorized boats, the mass of which with equipment reaches at least 200 kg.
  3. Non-motorized boats with the number of seats, less than 12 people.
  4. Boats, with installed engines, with a total power not exceeding 10,88 hp.

Such boats can be used in all water bodies of Russia, without registration information in the GIMS.

Interesting! The rules do not work in border areas, where there are special rules established by special authorities.

Technical examination

Vessels that are subject to registration must undergo MOT. Vessels that do not have a manufacturer’s certificate, as well as ships made in a handicraft way, are subject to a mandatory examination procedure before registration.

All vessels undergo regular inspection procedures every 5 years. In this case, the survey terms begin from the date of registration of the craft. Maintenance is also carried out in cases where the craft moves to another region. In addition, boats that have undergone a major overhaul or after the elimination of the comments indicated after the passage of the previous maintenance are subject to MOT.

After the adoption of the new rules, the inspection of watercraft is carried out in two stages. The first stage consists of sea trials afloat, after which the vessel is subjected to final procedures related to its suitability for further operation. All costs associated with lifting the boat are the responsibility of the owner.

Instructive! If the terms of the technical examination are overdue, then the owner can expect a fine of 500 to 1000 rubles.

Right to drive a boat

What type of boat can you get a license for? The answer to this question is very simple: for any ships, regardless of dimensions, weight and tonnage, if they are equipped with engines with a power of more than 5 hp.

If the owner does not have the right to drive such a floating craft, then under certain conditions, the owner will be fined, and the boat will be towed to a special parking lot. It can be returned if you present documents indicating the ownership of this watercraft. In addition, it will be necessary to pay a fine, the amount of which is 1000-1500 rubles.

It is impossible to obtain a navigational document without passing the appropriate training courses. Despite this, there is the possibility of self-training and pass the necessary exams at the GIMS. You just need to fill out an application and pay a state fee of 800 rubles. If you fail the exam, you can try again after one week. The theory exam is taken at the GIMS departments.

The driving test is taken right on the water. The owner of the craft is obliged to comply with a number of instructions received from an inspector sitting next to him. If the exams are passed successfully, then as a result, the owner of the boat receives a certificate for the right to drive.

If the owner takes the boat with him, then the entire package of documents must be taken along with it.
