The Ministry of Justice has published a draft of the new Code of Administrative Offenses (Code of Administrative Offenses of the Russian Federation). It provides for a fine for refusing medical examinations and compulsory vaccinations.
According to the document, violation of the legislation “on the implementation of measures in relation to patients with infectious diseases, medical examinations, preventive vaccinations, hygienic education and training of citizens” will entail a fine of 5 to 7 thousand rubles.
For officials, the fine is higher – from 7 to 10 thousand rubles. For individual entrepreneurs – from 10 to 20 thousand rubles or up to 30 days of an administrative ban on activities. For legal entities – from 20 to 30 thousand rubles or up to 30 days of the ban on activities.
Deputy Minister of Justice Denis Novak explained that the sanctions will not affect the majority of citizens, in particular those who refuse vaccination for their own reasons.
Administrative liability arises when vaccination is a mandatory measure in accordance with the law on sanitary and epidemiological control. For example, we are talking about visiting countries with an unfavorable epidemiological situation: before leaving, you will need to be vaccinated.
Also, fines for refusing to vaccinate will affect occupational risk groups. “We are talking about working with patients with infectious diseases, working with human blood and body fluids, caring for animals, and so on,” the ministry’s press service said.
