Transferring the heating battery to another wall – coordination

Let’s start right away with the fact that, according to the Housing Code (Article 25, Part 1), the transfer of heating appliances is considered a reconstruction that requires coordination.

Reconstruction of premises in an apartment building is the installation, replacement or transfer of engineering networks, sanitary, electrical or other equipment, requiring changes to the technical passport of the premises in an apartment building.

What happens if you move the radiators quietly, without coordinating with anyone? When the management company (MC) finds out about this, you may be subject to an administrative fine. Seriously: the Code of Administrative Offenses of the Russian Federation has Article 7.21, the second part of which states that violators will have to pay up to 2500 rubles.

Little things, you say. But at the same time, you will have to return the batteries to their original place, that is, make repairs again and pay the workers. Or prove that your redevelopment does not interfere with anyone, and for this you need to conduct an independent examination, which is not cheap. In other words, you will spend more nerves, time and money, and the result will be the same – the transfer of radiators must be coordinated.

When you go through all the stages of accepting this fact and are ready to make the process legal, the first thing to do is contact the management company (ideally in writing). The main thing that interests them is the scale of the transfer and the power of the radiator in case you plan to install a new device. For example, when moving a battery to an adjacent wall without increasing the length of the pipes or when installing a device of approximately the same power as the old one, coordination of the UK is most likely to be sufficient.

If the conversion is more serious, you will have to apply for redevelopment to the housing inspectorate.

To apply, you need to collect a package of documents:

  • Certificate of title to the apartment.
  • Technical passport of the apartment in its current state.
  • The plan of engineering reconstruction of the apartment, which can be ordered from the design office.
  • Written consent of all family members of the owner of the apartment.

The application, along with all documents, is sent to the housing inspection, which can agree on the reorganization. Or maybe not, for a number of reasons. For example, in Moscow, under no circumstances will they be allowed to place batteries on a balcony or loggia, this is prohibited by a government decree. If there are no problems, then, as a rule, it takes about 20 business days to agree.

After permission has been obtained, you can begin to transfer the radiators. If the reconstruction is complex, then along with the approval of the housing inspection, the owner receives something like a cheat sheet. The document indicates what work needs to be done, how to control it and what documents to receive from the installers.

In general, it is important here, firstly, to involve specialists in the process, and not to try to do it on your own without experience. Secondly, you need to hire a competent craftsman and conclude a formal contract with him, otherwise you will not receive an act of completion, which will be needed at the next stage. In addition, the formalization of relations will give confidence that the specialist knows what he is doing. Plus, documents will be needed if problems arise after the transfer, for example, a leak or weak heating.

It is essential that the installer strictly follow the agreed refurbishment plan, otherwise there will be difficulties in the next step. Upon completion of installation, it is important that the master crimp the batteries, thus checking the tightness of all connections. And you need to carefully examine the results of the work and only after that sign the certificate of completion.

For everything about everything, the housing inspection gives a year, if necessary, this period can be extended for another six months. If you do not make it in time, you will have to go through the whole process again.

After the completion of the work, you need to contact the housing inspection again in order to obtain an act of completion of the reconstruction. The application can be submitted online, but after its consideration, a visit of a special commission will be scheduled, which will come to your home to check the correctness of the conversion.

The meeting should be attended by representatives of the housing inspectorate, the designer who prepared the reconstruction plan, the installer who transferred the radiators and a representative of the Criminal Code.

If the commission finds violations, you will be issued an order to eliminate them. And if everything is in order, then after 10 days you will receive an act of completed reorganization. And this process can be considered complete.
