Moreover, even these results were calculated only by the end of March 2018, which indicates the low efficiency of work control. A year and a half ago, Vladimir Putin gave ten instructions to the Ministry of Natural Resources regarding the environment, they could become a real environmental reform. In 2017, the department only managed to start implementing them, therefore, according to independent experts, the results of the Year of the Environment were bleak.
The year is over, but many officials say they won’t leave the president’s orders to their fate. And this is not surprising, because more and more Russians are thinking about the conditions in which they live, the topic is relevant for politicians, they understand that through work on it they get votes. At the meeting, the Ministry of Natural Resources told what they were going to do with landfills, about bills, the introduction of the most accessible technologies and programs for nature conservation.

The leaders of the Ministry of Natural Resources want to start eliminating the famous landfills: the Black Hole in the Nizhny Novgorod Region, the Krasny Bor landfill in the Leningrad Region, and the dump with waste from the Baikal pulp and paper mill. They also recalled the Clean Country project, approved back in 2016. It should reduce the volume of landfills by 2025% by 30, due to incineration and reclamation. In the past, he made a lot of noise due to contradictions in the wording, in addition, it is doubtful to eliminate landfills by burning, according to experts from WWF and Greenpeace.
According to the project, it was planned to build waste incineration plants in the vicinity of Solnechnogorsk, Naro-Fominsk, Elektrostal and Voskresensk. If you think about it, then everyone who has summer cottages knows when the neighbors start burning garbage, and the wind is in their direction, it becomes impossible to breathe, imagine, and if a whole plant does this every day, then what will happen to the Moscow region. Buildings managed to be delayed, thanks to the active protests of citizens. But there are still plans to build waste incinerators, Minister of Natural Resources Sergey Donskoy said in March 2018.
In addition, as a result of legislative changes in 2017, new fees were introduced from enterprises for the processing of packaging and production waste. But the mechanism itself is not debugged and allows you to bypass it. In 2018, the Ministry of Natural Resources wants to create six specially protected natural areas, and 18 more over the next five years. And also to build an infrastructure for eco-tourism in Russia so that four million people annually can join the beauties of our country. Restore the stock of rare animals in nature reserves by breeding them in zoos and releasing them into the wild. Continue work on the conservation of the Volga River, which began in 2017, for which it was planned to allocate 257 billion rubles. In the Forests of Russia, it was decided to increase the number of forest inspectors by 10%, improve the fire extinguishing system, mark the forest by the piece to account for harvesting and sale, and create mechanisms to compensate for deforestation.
Extend the Baikal conservation project for another six years, solve problems around the lake: find a balance between the needs of people living in the area and the need to protect the lake from human waste. Officials want to revise the map of the protected area around Lake Baikal. Therefore, on the territory there were settlements that, according to the law, should not be there. As a result, many people live in violation of the law on the protection of nature.
