On July 1, one of the assumptions of the Polish Deal regarding the health of Poles is to enter into force. From that day on, the limits for specialist doctors are to be lifted. Is that a good solution? We have a doctor’s comment.

Limit for specialist doctors abolished from July 1
On Tuesday, during a press conference, Prime Minister Mateusz Morawiecki announced that in just a few days the first change resulting from the Polish Order in the field of health services will enter into force. It is about the limits applicable to specialist doctors, as a result of which patients had to wait months for the appointment.
– From July 1, we are lifting all admission limits for specialists and this will be the standard that we are implementing. We will try to unload queues, shorten these queues first of all, I can at least promise you at the beginning – Prime Minister Mateusz Morawiecki said.
Last Friday, the draft of the lifting of limits to doctors went to public consultation. The proposed change was to exclude from the lump-sum financing the system of securing all outpatient specialist care services, as well as selected services that are provided in Poland within the cardiological network. After introducing the changes, the National Health Fund will be able to finance unlimited benefits that are excluded from the lump sum.
No limit to specialists. Expert: “Queues will not disappear”
The information provided during the press conference for MedTvoiLokony was hotly commented by Dr. Bartosz Fiałek. In his opinion, the change will not solve the problem of long waiting for specialist treatment in Poland.
– The decision itself is right. Outpatient specialist care should be the cornerstone of the healthcare system. However, the queues will not disappear, because in Poland we have an extreme shortage of doctors and it is simply impossible to physically supply these unlimited admissions. The good thing, however, is that you will not have to postpone patients after getting a contract for the next calendar year.
It is about a situation where, after using the limit, doctors cannot admit patients to the National Health Fund until the next accounting year. From July 1, this will no longer be an option.
Dr. Fiałek: “Months of queues to specialist doctors are the result of a lack of staff”
Dr. Fiałek was one of the doctors who commented on the assumptions of the Polish Deal shortly after their announcement. Even then, he drew attention to the problem of financing specialists, which will not disappear despite the abolished limit.
– Some assumptions of the Polish Deal program regarding the health care system sound promising – said the doctor in an interview with Medonet. – The abolition of limits in outpatient specialist care is a very good and necessary change. Months of queues to specialist doctors are the result of a lack of staff and disproportionate funding to the needs. Increasing funding leading to improved access to specialist clinics will enable us to diagnose and treat many disease entities much faster than before, which will reduce the number of complications.
