There is no uniform time limit for noise for all regions; everyone sets their own limits. For example, in Moscow and Moscow the region has also set daytime hours to prohibit disturbance of peace: daily from 13:00 to 15:00. This was done so that the kids could sleep peacefully during the day – numerous complaints from parents did their job.

You cannot break the silence in the Moscow region from 21:00 to 8:00 on weekdays and from 22:00 to 10:00 on weekends. In Moscow, it is forbidden to make noise from 23:00 to 7:00. In St. Petersburg, the framework is tougher: in the cultural capital on weekdays, silence is observed from 22:00 to 8:00, and on weekends – from 20:00 to 12:00.

But the fact that the neighbors are noisy has yet to be proven. This is not so easy to do.

If you are unable to call Rospotrebnadzor, then you can write a statement to the police, court or prosecutor’s office. The application looks like this: you prescribe where you are submitting the application; your personal data and the offender; addresses; description of the situation; the amount of non-pecuniary damage and the conclusion on exceeding the noise level standards and other evidence of the violation.

“For example, children’s shouting, crying and stomping worries, it means that the neighbors have something wrong. Contact the authorities to check if children are in danger. If you are worried not by the owner, but by the tenants of the apartment, then in the application indicate that they check the living space for legal rent and whether the owner pays taxes. If fans of loud music can’t calm down in the middle of the night, then call the police. Then they will fall under the responsibility of the Code of Administrative Offenses (Code of Administrative Offenses of the Russian Federation). They will be fined, ”the lawyer advises.

Fines for breaking silence

For the noise at night:

1 – 000 rubles for ordinary citizens;

40 – 000 rubles for enterprises;

4 – 000 rubles for officials.

For the noise of the day:

100 – 1 rubles for a citizen (resident of an apartment or private house);

500 – 2 rubles for an official;

10 – 000 rubles for businesses. There may also be the option of temporarily stopping work for up to 20 months.

If the silence is violated again, a double fine will be imposed. If the pranksters cannot stop in any way, then they can be arrested for 15 days.
