Russia wants to ban social networks for children under 14 years old

In an attempt to protect the younger generation from the Blue Whale, the deputies proposed radical measures: in their opinion, children under 14 years old have nothing to do on social networks.

Petersburg deputies have submitted a bill to the State Duma for discussion, which is designed to reduce anonymity on the Internet to zero. According to the developers of the document, this will benefit public safety. And at the same time it will protect children. How? An interesting question. Well, our favorite heading “Let’s figure it out” is on the air.

The bill is called “On the Legal Regulation of Social Networks and on Amendments to Certain Legislative Acts.” His main idea: it will be possible to register in any social network only with a passport. That is, not earlier than the person turns 14 years old. At this age, a teenager receives a passport, can change his name and surname, begins to bear criminal responsibility, he can already be admitted to United Russia, for example. And finally she gets the right to register with impunity on social networks – under her real name, no nicknames, according to passport data.

According to the main author of the bill, deputy Vladimir Petrov, such a measure will help, among other things, to protect children from unnecessary information. In particular, a teenager will not be able to join an adult-only community. And they will be insured against the “Blue Whale”: after all, the curators of the “death groups” will also lose their anonymity.

If a social network violates these requirements for anonymity, it is proposed to be fined up to 300 thousand. As well as users: for providing false information about yourself from a liar, they will take a thousand or two rubles.

– The idea itself is a good one: to protect children from social networks. But technically it is very difficult to do. A ban always evokes the desire to get around it. I think children will be able to find loopholes.

Of course, one thing is important for parents: will the law save their children from “death groups”? An even more interesting question.

There is an opinion that the hysteria around “Blue Whale” and other “Nya, bye” is artificially inflated. And there are arguments. For example, most of all the VKontakte network is used in St. Petersburg. 75 percent of socially active users of the cultural capital sit there. Suicide statistics are here: 8,1 cases per 100 thousand people. And in Kamchatka, where Odnoklassniki is much more popular, the suicide statistics is 21,5. How so? Are statistics lying? No, it’s unlikely.

Children need to be dealt with. If parents build a trusting warm relationship with a child, talk to him, listen and hear, even for a few minutes a day, the child will never have thoughts about his uselessness and about suicide.

The “curators” who were just sitting at their desks yesterday (or still are sitting) are not like such subtle psychologists. Moreover, they are hardly capable of mass agitation.

Politicians in the State Duma were also not particularly fired up with the initiative of the St. Petersburg deputies: children, of course, need to be protected. But such severity will surely displease people. And why now another reason for social tension?

Doctor Komarovsky did not bypass the problem. He dedicated one of the episodes of his program on Friday! To social networks:

– Social networks are a good and very important thing, it is a large layer of our life, – he immediately made a reservation.

And he got down to business. According to the doctor, adults are now unable to teach children how to behave in social networks. Because they themselves do not know how. Not everyone knows what a privacy policy is. Not everyone understands what information should not be disclosed.

I believe that children under 13 have nothing to do on the social network. In many countries, this is a legal limitation. Until that time, adults can teach them basic safety rules.

For example, you don’t need to post endless selfies with the captions “My parents and I are resting in Anapa.” This is a great signal for robbers. No need to exchange overly personal pictures: they can become the prey of pedophiles. When registering on any resource, you cannot indicate your real address, phone number, plastic card numbers and the like.

Only an adult who understands what it is can control the safety of a child on a social network. Explain to the children that avatars are not people. Anyone can be hiding behind it. You only need to communicate with real people.

In the social network “VKontakte” they could not keep silent when this is happening around. According to representatives of the resource, the draft law turned out to be good, but insufficiently worked out. And they offered their additions.

– The bill must be supplemented with bans on leaving the house without a hat, on the creation of so-called collars on pants and wearing New Balance sneakers, popular among young people, – said Tape.ru Evgeny Krasnikov, spokesman for the social network.

It’s humor, of course. Meanwhile, the statesmen are considering the proposal of the St. Petersburg deputies. If they decide to pass the law, it will come into force in January next year.
