What is the new GOST
It is valid from March 1, 2020. It is called GOST R 58686-2019 “Rare and classic vehicles. Historical and technical expertise. Requirements for safety in operation and methods of verification. It was compiled by the Committee of Classic Cars of the Automobile Federation – KKA RAF. The standard was approved at the end of 2019. It spells out by what criteria the car should be classified as a classic.
– GOST establishes the safety requirements for rare cars, necessary for their admission to the movement, as well as verification methods. The document specifies the requirements for brakes, tires and wheels, headlights, as well as the fire safety of a rare car, says lawyer Yulia Kuznetsova.
GOST applies to:
- motorcycles;
- cars and trailers over 30 years old;
- trucks and buses over 50 years old.
- Condition – engine, body or frame, preserved or restored to original condition.
- Rare cars according to GOST are divided into three groups: produced before 1946, from 1946 to 1970 and from 1970.
GOST is a voluntary matter. Owners of rare cars after examination can receive both rare and classic status. The second one is higher. If you also have statutory numbers (with the letter “K”), then after the procedure, such a car or motorcycle is considered a full road user.
As it was before
The concept of the concept of rare or classic cars was not spelled out anywhere in the laws. Experienced collectors themselves determined whether this or that car is of value. Therefore, they decided to give them a separate status, and at the same time prescribe how to properly conduct an examination of rare cars, so that the output is a document of a single sample. Previously, such conclusions were not made.
How to recognize a car as rare

Stages of expertise:
- inspection and identification – brand, model, year of manufacture;
- verification of compliance with the requirements of the Customs Union;
- study for design changes;
- preparation of a conclusion and, at the request of the customer, recommendations for eliminating inconsistencies with the features of the vehicle.
In the course of the assessment, the expert sets penalty points. Non-original spare parts, modifications – all these are minuses. If less than 100 points are scored, the examination is considered successful. A KTS passport or an identification card of a rare vehicle is issued, depending on the type.
If a car scores more than 100 penalty points, then the model will not receive the coveted title of “classic car”. However, after restoration and restoration work, you can again try to get into GOST for rare cars.
Requirements
According to GOST, the following technical requirements apply for admission to movement on public roads for classic cars:
- adequate operation of the brakes;
- serviceable steering, smooth steering over the entire range;
- play and deformation of control levers are not allowed;
- tires suitable for use, the dimensions of which correspond to the wheels;
- it is impossible to replace spools with plugs;
- disks must be without damage, traces of welding and with all bolts;
- tires of the same size and identical tread pattern on the same axle;
- serviceable white light headlights, which are provided for by the design, constantly working dimensions.
