Personal experience: how to get money for large families instead of benefits

The mother of three babies managed to knock out financial compensation for the refusal of a plot for the construction of a house.

We continue to talk about Russian supermoms: their activity knows no boundaries, they know their rights and are always ready to defend them. Tatiana Butskaya, the ideological inspirer and leader of the social movement Council of Mothers, shares a story about one of her activists.

The beginning of this story was laid by the law on land plots for large families. In June 2011, President Dmitry Medvedev ordered the free transfer of state-owned land to large families. When Anastasia and her husband Valentin heard this news, they were terribly happy. The whole family – mom, dad, two sons 3 and 7 years old and a half-year-old baby – they huddled in a removable one-room apartment. Her rent consumed the lion’s share of the family budget, so the couple dreamed of their own home. The prospect of building their own house seemed very tempting to them. Anastasia and Valentin began to collect documents for obtaining a land plot.

Her husband disappeared at work all day, Anastasia took care of the children, but for the sake of such a thing, they found both the strength and the time. As soon as the reception of documents was organized in the Department of Land Resources, the spouses went to hand over all the necessary papers.

There were quite a few as efficient as Anastasia and Valentin. The queues were huge. They stood all day – from morning to evening. We managed to submit the documents only the third time! We handed over and began to wait, when they will put on the queue.

The authorities considered the financial situation of the family and gave the go-ahead to receive benefits. In the queue for the land plot, the spouses were 91st. It would seem that the wait is not very long. However, the receipt of land was postponed due to the peculiarities of the terrain: there are swamps all around, and communications must be carried out to the plots – this is a prerequisite for providing a plot to large families.

To keep abreast of matters, Anastasia regularly called the Department of Land Resources and asked: “When? Soon?” At the other end of the line they answered that the work was not over yet, it was still necessary to wait. Anastasia and Valentin understood this themselves, in their area the arrangement of plots is not easy, so they decided to be patient.

So a year passed imperceptibly, then the second.

Times were changing, the economy was storming. Anastasia began to think about whether she and her husband would pull the construction of housing. According to the law, within three years it is necessary to start building a house, at least to build a foundation, otherwise the land will be taken away. And it’s not a fact that there will be enough money for this: the family was expecting the next replenishment, the expenses were rather big. Therefore, Anastasia decided to find out if there is a chance to receive material compensation instead of the plot.

The mother of many children stopped calling the department and started writing letters: first to the city administration, then to the district. The family was not given an unambiguous answer and asked to wait a little longer. Anastasia waited, waited, waited and decided to write a letter to the president. In it, she asked if it was possible to receive compensation as an alternative to the land plot.

A couple of months passed, and the spouses were invited to a meeting at the city administration. There they were offered a choice: to become the owners of the site or to take the money. Other families received the same offer – those who were among the first to join the queue. Applicants for the plots were told that the amount of compensation would depend on the length of time they lived in the district and the size of the family, and were given a month to think about it.

Anastasia was about to give birth to twins, so the family council decided to postpone the answer until the babies were born.

After all, the more children, the more compensation.

A month later, Anastasia and Valentin wrote a refusal from the site and received money. The amount turned out to be considerable – more than 1,6 million rubles. The couple added their savings and bought an apartment. Unfortunately, there was not enough for a three-room apartment, but the compensation covered most of the cost of a spacious two-room apartment.

Anastasia is not sure that her letters played any role in obtaining compensation. But, if the situation repeated itself, I would have done the same. As they say, water does not flow under a lying stone.
