The scandal that erupted the other day in the Perm Territory, to put it mildly, surprised. Against the background of the general desire to support motherhood and childhood, the law passed at the local level looked like a real sabotage.

The document was adopted at the end of last year. At first glance, everything seems to be fine. Young Permyachki who have become mothers under 24 years old are entitled to a one-time payment of 60 thousand rubles. Little note: women must be married. As a last resort, you need to establish paternity. Is there a dash in the “Father” column in the child’s birth certificate? Don’t expect money.

Mistake? Misunderstanding? Double interpretation of the law? No no and one more time no. In the official version, it sounds like this: a measure of support for a complete family and the institution of marriage. It seems beautiful and to the point. And maybe it would have worked, if not for the statements of the author of the amendment – the Perm deputy Sergei Kleptsin.

– It is absolutely certain that the birth of such accidental children occurs after discos, some get-togethers, corporate parties, something else, – said the parliamentarian on the air of NTV.

This remark hurt many. First of all, those mothers who were left alone by tragic circumstances.

The head of the Kama region very quickly reacted to the mass indignation, calling the new norm at least ambiguous.

– Make amendments that will eliminate this discrimination, – demanded the Acting Governor of the Perm Territory Maxim Reshetnikov.

We have no doubt that the law will now be changed quickly. In the meantime, bumps are now pouring on the erring deputy from all sides, let’s remember how, after all, single mothers are being protected in our country.

Let’s make a reservation right away: not every mother who brings up a child without a strong male shoulder is a loner. Divorced, but does the father appear in the documents? Doesn’t count. Not officially married, but dad is present in the family? Also by. What then?

“The status of a“ single mother ”means that a woman gave birth to a child out of wedlock and, at the same time, his father does not exist in their lives,” the lawyers explain. – In this case, his surname is recorded by the mother’s surname, and any patronymic can be given to the baby. In the column “father” in the birth certificate there will be either a dash or some information from the mother’s words. Not the fact that it is true.

A single mother can be a woman who adopts a child out of wedlock, and one who becomes pregnant with the help of artificial insemination. Doesn’t feel like a drunken get-together, isn’t it, Mr. Kleptsin?

Usually, if the parents are not scheduled, in addition to the birth certificate, the baby has one more document – a certificate of paternity. Its presence means that the newly made dad confirms that he has a child, and is ready to bear responsibility for him: moral and material. In this case, the mother is no longer considered lonely and in case of separation from the man, she can file for alimony. Basically, like a woman filing for divorce.

By the way, if the child was born out of wedlock, but less than three hundred days have passed since the divorce or the death of the husband, the ex-spouse will be recognized as the father by default, even if he biologically has nothing to do with the baby.

Until 2006, such mummies were given a special certificate of a single mother. The green book was, on the one hand, like a brand. On the other hand, it gave the right to certain benefits. The certificates have sunk into oblivion, they were replaced by a certificate of form 25-U. But the benefits remained.

At first, each region has its own support measures for single-parent families (yes, dads can also be loners). So, in St. Petersburg, for example, they are paid increased monthly benefits. In Moscow – a monthly compensation payment due to the rise in the cost of living, and also compensate for the rise in food prices.

Secondly, labor benefits. A woman cannot be laid off for layoffs if she alone raises a child up to 14 years old. If the enterprise where she works is closed, she must be given another place of work. A single mother can get her own leave for up to two weeks at any convenient time. If the child is under 14 years old, the woman may require part-time work, and the mother of the baby under five years old may not be involved in work outside the schedule.

Thirdly, tax deduction. Double! As they say, for myself and for that guy. Which is not in your life. It is about the cost of a child’s education. You can compensate a certain amount of money up to the age of 18 for children, and if he became a student, then up to his 24 years. You can apply for a deduction through the Federal Tax Service or an employer. The amount of the deduction is determined based on the amount of 1400 rubles for the first child, the same amount for the second child, 3000 for the third, the same amount for each subsequent child, 12 for a child with a disability.
