The main goal of the OSAGO reform is to make the price of the policy more fair. Now everyone pays plus/minus the same. There are only five factors that affect the cost: region of registration, engine power, age of the driver, his driving experience, and how often he gets into an accident.
This set of factors has not changed since 2003. And during this time a lot has changed. Most importantly, insurers have accumulated statistics and can use big data systems. That is, to tie the cost of the policy to the real risk of a particular driver getting into an accident. So that reckless drivers pay more for the policy, and careful drivers pay less.
Main changes in OSAGO tariffs
It would be wrong to take and immediately change the entire system. Then the cost of the policy would change dramatically. Therefore, the Central Bank is doing everything gradually. In particular, they are gradually expanding the corridor of tariff rates. In recent years, it has expanded by 30% both up and down.
“The Bank of Our Country plans to expand the OSAGO tariff corridor so that insurance companies can set a lower tariff for careful drivers and a higher tariff for those who drive risky and violate traffic rules,” the Central Bank said in a statement.
Now the minimum basic OSAGO rate for individuals is 2224 ruble, and the maximum is 5980 rubles. For legal entities and taxi drivers with a license, their rates.
– Due to the high accident rate, a significant difference between the level of drivers and a significant underestimation of tariffs, the largest expansion of the corridor is provided for taxis. What has changed in the OSAGO system in 2021
- They lifted the ban on the work of the electronic OSAGO agreement on the day of the conclusion (previously it was necessary to wait 72 hours). However, insurers have the right to decide what time limit to set.

What has changed in the OSAGO system in 2022
- Since April 1, new bonus-malus coefficients have appeared – KBM. They are needed to encourage drivers for accident-free driving. And vice versa: for frequent participants in an accident (through their fault), policies will be more expensive. In 2022, the minimum coefficient by which the amount of the insurance premium is calculated (that is, OSAGO prices) decreased from 0,5 to 0,46. That is, now the maximum discount for the policy is 54%. It will be given to those who have avoided accidents for ten or more years. No luck for those who were the culprit of motor vehicle accidents. For them, the maximum coefficient has been increased: to 3,92 (was 2,45). The new coefficients are valid until March 31, 2023.

What factors influence the price of OSAGO
There are quite a few of them. They are clear and understandable. There are whole tables of coefficients³. For example, by region of registration, vehicle power or age of the driver. At the same time, part of the personal factors for determining the base rate was given to the insurance companies themselves. They were banned only openly discriminatory: for example, by nationality or religion.
– It makes no sense to talk about the exact list of factors that will be used. But the examples that we have seen from foreign colleagues come to mind. This is the time of operation of the car and the frequency of use. When using telematics, you can see the driving style of a motorist. Will OSAGO policies rise in price?
The Central Bank believes that the current tariffs are balanced. Now they are affected not only by the designated corridor, but also by insurance companies. However, prices are unlikely to go up. The market is very competitive. There is a fight for good drivers.
However, in order to avoid overpricing, insurance companies have set a ceiling on the cost of a policy. According to these rules, the price of OSAGO cannot exceed the base rate, taking into account the region, by more than three times. For example, if you live in Moscow (where the regional coefficient is 1,8) and the insurer has calculated the base rate for you at 5000 rubles, then the maximum cost of the policy for you will be 4140 rubles (5000 x 1,8 x 0,46). And if, on the contrary, you are a frequent culprit in an accident with a maximum KBM (3,92), then the calculation will be 5000 x 1,8 x 3,92 = 35 rubles.
Please note that insurers also take into account the driver’s age and driving experience, so in your case, the calculations may be different.
What other odds will change
Earlier, the Central Bank made changes to other existing coefficients. In particular, by age and driving experience. Small adjustments, based on statistics, were for all ages. In total, in the new system, motorists are divided into 58 categories depending on age and driving experience.
At the same time, the regional coefficient has not yet been touched. It was planned to be canceled at the next stage of the reform in 2022. As it turned out, based on long-term statistics, if the place of residence affects the degree of risk, if it does, then only indirectly. The personal qualities of the driver play a much greater role. But it will be difficult to quickly abandon the current system. It is not yet clear whether the regional peg will be lifted in 2022 given the unstable economic situation.

According to him, this is necessary to avoid sharp fluctuations in the cost. After the abolition of the regional coefficient, the price of the policy will, on average, decrease for residents of those regions where this coefficient is high. And it will, on the contrary, increase for residents of those regions where it is low. Recall that now the maximum regional coefficient is 1,88; the minimum is 0,68.
New inspection rules in 2022
To buy OSAGO, you no longer need to show a diagnostic card. But this applies only to private transport – individuals. This is due to the fact that technical inspection points do not work properly everywhere in Our Country. In addition, accidents due to the faulty condition of cars in the total number of accidents are a meager percentage (0,1% according to the traffic police).
Now, however, insurance companies have the right to sell policies more expensive to those car owners who have not passed inspection. At the same time, easing in the law does not exempt from the obligation to go through the procedure anyway. From March 1, 2022, the fine for driving a car that has not passed inspection will be 2000 rubles (before that, a maximum of 800 rubles). In addition, cameras will be able to write it out.
