The Ministry of Health is working on a draft amendment to the ordinance of the Minister of Health, which is to introduce new groups that will be released from waiting in line to see a doctor. Such a privilege will be granted to, inter alia, blood donor. However, these are not the only changes planned by the Ministry of Health.

The draft, which is currently in the phase of public consultations, assumes granting two groups the right to use medical services out of sequence. It is about an amendment to the ordinance of the Minister of Health of June 29, 2019. According to the new regulations, professional soldiers and blood donors would be among the privileged. However, there are some limitations.
Two new privileged groups
In the case of professional soldiers, these are medical services provided by facilities established and supervised by the Ministry of National Defense. When talking about blood donors who are granted the privilege, the legislator means people who donate at least three donations of blood or blood components. This includes plasma after COVID-19 disease.
Healthcare providers are required to provide detailed reports on the entitlements a given patient took advantage of when they received medical assistance. In connection with the planned changes, the third part of the table “Additional entitlement title code” will be modified, which lists groups that may benefit from benefits out of the current order.
On the other hand, donors who donated three blood donations or its components, including plasma after contracting COVID-19, will be identified using the same code as blood donors (code 47cz). However, these are not all changes – the next ones will also affect Hospital Emergency Departments (HEDs).
Until now, out of order, medical services can be used by: an eligible soldier, injured military veteran, injured veteran officer, injured veteran officer of the Internal Security Agency, honorary blood donor, honorary bone marrow donor, transplant donor and war invalid.
Changes also in SORs
The legislator wants to introduce two separate statistical codes that will make it possible to determine the correctness of the performed service in a more precise way. The entered codes will refer to: people treated in the hospital emergency department or the emergency room and to medical segregation in HEDs. These changes are intended to help count all patients seeking help from HEDs, even if they do not physically receive it.
The changes are introduced due to the fact that at the SORs, at least medical segregation and advice are provided. The Ministry treats such assistance as providing a health service. This will help to better check the number of people who will receive actual help at the SORs.
