I have nowhere to go to the doctor
Recently, our editorial office has received a lot of letters related to vaccinations. There were also voices regarding the difficulties related to contact with doctors.
Below is a letter from Mrs. Hanna.
«I am 63 years old. I am after a cancer and a heart attack. I have been treating diabetes for many years. Half a year ago I signed up for a GP. Until today, silence – not a single phone call. I have nowhere to go to the doctor. Advice is over the phone. I will put the phone to my heart and the doctor will tell me what to do next?
I can’t go for any checkup, and the vaccines aren’t heard or heard. Let me mention that I have been waiting for teleportation at the diabetes clinic since December – the deadline is May ».
We sent her a letter to the Ministry of Health asking for help. We quote the answer we received in its entirety.

“According to the regulations in force, healthcare services should be provided in person in situations that require it. At the same time, in order to minimize the risk of spreading the SARS-CoV-2 virus, it is justified to use ICT tools wherever possible, e.g. when collecting an interview or issuing recommendations. On the other hand, the issue of providing health care services entirely through them depends on the patient’s health condition and the health problem they report to.

Decisions to provide a service in person or via ICT systems are made each time by a doctor or nurse, and should be made with due diligence, in accordance with the principles of professional ethics, respect for patient’s rights, care for patient safety, using the indications of current medical knowledge (including the current medical knowledge). current clinical recommendations). This was regulated in the Act on the Professions of Doctor and Dentist of December 5, 1996 (Journal of Laws of 2020, item 514, as amended) and the Act on the Professions of Nurse and Midwife of July 15, 2011. Patients have the option of submitting written complaints to provincial departments of the National Health Fund (hereinafter the NFZ OW) and to professional liability ombudsmen operating at the regional Medical and Nursing Chambers.

The situation of access to healthcare services is monitored and analyzed on an ongoing basis, measures are taken to ensure that all patients have access to services adequate to their health situation. If, despite the above-mentioned efforts, specific patients have problems in using the services, such a situation should be reported to the NFZ appropriate for the place where the services are provided. Reporting by patients of specific cases of irregularities regarding the implementation of the contract for the provision of healthcare services to the place where the services are provided by the National Health Fund, which will enable efficient response to the violation of applicable regulations by service providers. It will also help to improve the overall situation.
We are currently proceeding with a draft ordinance of the Minister of Health amending the ordinance on the organizational standard of teleporting in primary health care (MZ 1121) – it modifies the principles of teleporting implementation at the primary health care level.
