Imagine the situation: the family moved to another region of Russia. Parents were attached to the clinic at their actual place of residence, but they could not attach their daughter. And this despite the fact that the child had a compulsory health insurance policy. What to do in such a situation, how to defend your rights, says Tatiana Butskaya.
The Garipov family left Dagestan in search of a better life. First, fate threw the young couple to Kazan, and then to Volgograd. It was there, in the hero city, that Amina and Ruslan had a daughter, Darina.
Young parents issued a birth certificate, but could not register the girl. They lived in a rented apartment, and the owner did not want to hear about the registration of the child on his living space. However, the spouses reacted to this normally, the owner is a master. Received a medical policy for the child and began to go to the clinic at the place of actual residence.
Soon the head of the family was offered a job in Moscow. Young parents, without thinking twice, packed up their things, money, took the child and moved to the Moscow region.
A couple of weeks after the move, Amina and Ruslan attached themselves to the local clinic, but they could not attach Darina. The paramedics were embarrassed that the girl was not registered anywhere. They said: “The policy is not an argument! Since there is no registration, we will not serve it. Treat yourself at your own expense. “
Amina was not only upset, she was just terrified. The girl is not even a year old: what if she gets sick?
It’s no secret that the peak of diseases in children occurs in preschool age. In addition, the baby needed to be vaccinated. Of course, in case of urgent need, it would be possible to make an appointment with a private clinic. But why should Russian citizens with a compulsory medical insurance policy in their hands be treated at their own expense?
“Amina decided to apply to the Council of Mothers. She wrote me a message on Instagram, and I suggested that she call the health insurance company. One call – and the problem was solved, ”says Tatiana.
Employees of the insurance company explained to Amina that the basis for attaching to the clinic is a policy, and it does not matter whether the child has a residence permit or not. The only thing is that the Volgograd policy needs to be changed to a Moscow one.
Amina did just that. I changed the policy and came back to the children’s clinic. True, the staff of the medical institution again had questions about registration. But Amina was already absolutely sure of her own righteousness – she knew her rights. Oddly enough, no one even began to argue with the young mother in this case. For some reason, they only asked if she had a rental agreement, and, taking her word for it, they assigned Darina to the clinic. Amina did not expect that it could be done so easily.
