It depends. Vigorous and charged will ignite the positive. Lazy and relaxed people will better collect the negative.

That when they stop complaining, they themselves will be better, say at the end. If you start with this, you will easily meet with the objection: “It helps me to complain a little. I’ll share with you a little difficult feelings, and my soul will feel better. ” Therefore, we talk about what they themselves will like, about their future joys, but we talk only at the end. You need to start with the fact that it interferes with work. And you, as a leader, are primarily concerned about efficiency. Then everything is clear: you are the leader, you have the right!
When you are sure — do not convince, but demand. Explaining how it will be good is not enough. When we convince someone, they may or may not listen to us; they may do what we ask, or they may not. Therefore, I demand, and will now monitor the fulfillment of my demands. I put forward a requirement as a kind of rule, if not observed, I will be dissatisfied and you will be in trouble.
And the general requirement must be completed with specifics: “When you come to me and ask for help, you are doing the right thing, but I will listen to you only when you tell me efficiently, in an adult way, without complaints and whining. And I am ready to write correct formulations for you, I am ready to squat with you for complaints, so that you better follow your speech.
It is important for people to explain everything, but explain not as a kind mother, but as a demanding leader.
