Decree: MPs propose to increase childcare allowance up to 3 years, and employers – to prohibit leave
With one, however, a caveat: if they have worked in the company for less than five years.
Haven’t worked in one place for five years? Forget about the kids or quit! Approximately this is what a lawyer from one of the large Russian companies proposes to do with female employees. Say, the decree still needs to be earned. Can’t stand it? Your problems, either for an abortion, or out of sight. The absurdity of the situation is added by the fact that a woman lawyer who recently turned thirty proposes to legitimize “maternal slavery”.
Of course, according to the labor code, no one can add such a clause to your employment contract. In fact, many employers go for tricks.
– Our former boss forced all new employees to write resignation letters on their own with an open date, – my friend Ira shared the horrors of her past work.
As soon as there was even a hint of pregnancy, the same day became the last in the career of the future mother. In fact, the employer does not bear the financial burden on the maintenance of the employee in the decree, all amounts are charged from the Social Insurance Fund. One problem – for the duration of the decree, it is necessary to look for an acting person. But even experienced and promising employees fell under the distribution.
“We even had a joke that someone would be given a written permission from the general for pregnancy for the New Year, and this would be the most awaited gift,” Ira recalls.
Of course, there are not many such companies in Russia, but they do exist. Most women, with a clear conscience, go on maternity leave, and still remain unhappy with payments and terms, they say, it would be possible to sit at home longer if there was enough money. Deputies of the St. Petersburg Legislative Council are preparing a draft law according to which women on parental leave from one and a half to three years will receive 50 percent of the minimum wage established by federal law on the day the child reaches the age of one and a half years. As of July 1, 2017, the minimum wage was 7800 rubles. By the way, in some regions it is higher than the “average Russian”, for example in St. Petersburg the minimum size is 11700, and in Moscow – 17300 rubles.
Those parents who are not subject to social insurance will receive an allowance of 3,5 thousand rubles for the first child and 6 thousand for the second. But all this will happen only if the project reaches the State Duma and is supported there by a majority of votes. In the meantime, women on parental leave from one and a half to three years receive only 50 rubles a month.
The amount is ridiculous, but in most countries of the world there is no such benefit either. There are four countries in the world where maternity payments are not paid at all. In addition, mothers have to work without indulgence until the very birth. If there may be no questions with the first three countries – these are Papua New Guinea, Oman and Swaziland, then the fourth is the United States. Neither the president nor the government can solve this problem yet. As a result, in the States, young mothers can go on a short vacation for 12 weeks, provided that they work in a large company with more than 50 employees. In this case, this vacation will be solely at their own expense.
One of the shortest maternity leave is given in Tunisia, only 4 weeks, while a woman will receive 66 percent of her standard income for this month alone with her child. Slightly better are the conditions in Iran, where they will be sent on maternity leave for 9 weeks and will pay 100 percent of their monthly earnings.
According to the International Labor Organization, 85 percent of states provide young mothers with at least 12 weeks of maternity leave, in 53 percent of countries, leave is at least 14 weeks. In 107 countries, benefits are paid through the social insurance system, in 47 – at the expense of the employer, in 29 countries there is a mixed system. And we want to make a reservation right away, a short maternity leave in Europe does not mean at all that after it the child will be able to go to a municipal kindergarten. As the residents of the European Union admit, many have to hire a nanny or hang the responsibilities of caring for the baby on older relatives.

The Organization for Economic Co-operation and Development believes that women who spend two years on maternity leave drastically reduce their chances of returning to the labor market as their skills and knowledge become obsolete. If your decree lasts more than 24 months, consider that you have caused almost irreparable harm to your professional life.
And also the desire to work and develop is reduced … generous payments.
