Despite the fact that the cadastre system in Our Country has a long history, the holiday celebrated by cadastral workers was established on July 24, 2008. Exactly one year after the Federal Law No. 221-FZ “On the State Real Estate Cadastre” was adopted in our country, which largely changed the real estate accounting system and established the basis for the activities of the entire modern sphere of Rosreestr. It was this Law that introduced the concept of “cadastral engineer” into our lives, and the self-regulatory organization of cadastral engineers was not slow to come up with the idea of a professional holiday. So in the calendar of the s there was another significant date – the Day of the Cadastral Engineer.

Cadastre – from the Latin “caput” – “taxable item” and the French “cadaster” – “registry book” – arose due to the need to obtain information about the land as an object of taxation. The first inventories were introduced back in Mesopotamia and Ancient Egypt, several millennia BC, they made it possible to set a tax based on the type of soil, its productivity and quality.
The beginning of the development of the cadastre in Our Country can be considered the formation of the state of Rus. But, of course, the accounting that existed at that time was extremely simplified – only types of land were recorded: courtyard, arable, hunting, empty …
Over time, things got much more complicated. In unique publications – scribes, boundary books and sentinel books that have survived to this day, one can trace how scrupulously our ancestors kept records of their native land. So, in the XNUMXth century, a special institution was created for its description – the Local Order, the “strike” force of which was a large army of scribes, patrolmen and measurers – the predecessors of today’s cadastral engineers. They, armed with an ordinary rope and an iron pin, of course, were very far from modern methods of work. The first geodetic instruments appeared only under Peter the Great, at the same time, knowledge of geometry began to be used in measurements.
In Soviet times, the cadastre as such did not exist at all, since everything was determined by the fact that the land was completely owned by the state.
Modern cadastre
With the revival in the early 90s of the XX century of private ownership of land, it became necessary to develop a mechanism for various kinds of transactions with it. But the cadastral policy in Our Country continually underwent changes, until, finally, it was merged into one federal service – Rosreestr – three departments that preceded it: Roskartography, Rosnedvizhimost and Rosregistration. And the cadastral engineer became the subject of cadastral activity.
To some, the essence of the activities of a cadastral service specialist may seem monotonous and boring, devoid of romance. Just think, surveying summer cottages and other plots of real estate … But in fact, they are akin to private detectives – they are perfectly aware of land, civil, urban planning, housing, forestry, water legislation, they have an eye like an eagle’s, they are reverent in relation to any official “piece of paper” , often act as an “arbitrator” in property conflicts and at the same time do not have the right to the slightest blunders in work. So, ten mistakes are fraught for the cadastral engineer with the deprivation of a certificate with the corresponding “black mark” in the unified state register. And for deliberate distortion of facts for specialists in this category, personal responsibility is established, up to criminal. That is, “joking” will not work.
On the way to the profession
It will not be easier on the way to this profession: after graduating from an educational institution in one of the necessary specialties, and this is land management, property management, real estate cadastre or city cadastre, you will have to undergo an internship for two years. Then – to take an exam in a special cadastral commission. After that, take out special insurance and join some professional community, most often the Guild of Cadastral Engineers. Only after passing all these stages, it will be possible to proudly wear the title of “cadastral engineer” and enjoy all the advantages of one of the most sought-after professions on the labor market.

Cadastral engineers celebrate their “professional day” in a rather modest way – by holding meetings, conferences and congresses, where pressing issues of the industry, new regulations and initiatives of legislators are discussed. In 2012, the National Association of Self-Regulatory Organizations in the Field of Cadastral Activities was established, uniting 11 SROs operating in Our Country. Today, therefore, raising the professional level and protecting the interests of cadastral engineers within the framework of self-regulatory organizations occupy a leading place.
