Every year on September 3 As our country celebrates the Day of Solidarity in the Fight against Terrorism, 2022 will not be an exception.
History
There are different versions about the time of the emergence of terrorism. Some experts argue that the first terrorist attacks became known in antiquity, others that this is a modern phenomenon. The discrepancies arise from the question of whether actions committed in the deep past can be described in modern terms, and also from difficulties in defining terrorism.
According to the Federal Law of March 6, 2006 N 35-FZ “On countering terrorism”, the latter should be understood as “the ideology of violence and the practice of influencing decision-making by state authorities, local governments or international organizations associated with intimidation of the population and (or) other forms of unlawful acts of violence”.
In the Empire, there were several dozen crimes that today can be qualified as terrorist acts. It is, as a rule, about “revolutionary terrorism” – it includes murders and attempts on high-ranking officials of the state by radical activists. In the USSR and modern Our Country, a total of several hundred terrorist attacks took place, and the motives of the bandits became much more complex – xenophobia, revenge, aggravation of social problems, etc. are involved here. Among all the terrorist acts, the terrorist attack in Beslan, which took place in 2004, is unprecedented in its cruelty and inhumanity.
On September 1, during the festive assembly in honor of the Day of Knowledge, terrorists attacked school No. 1 in Beslan. There were more than 1000 people on the line at that moment – the bandits drove all of them inside the school and kept them there for almost three days. The captives were in terrible conditions – they were not allowed to drink, eat, satisfy the minimum natural needs. The school building where the hostages were held was mined. Events unfolded over the course of three days; On September 3, the building was stormed, during which several dozen employees of special forces who participated in the operation were killed. As a result of the terrorist attack, 333 people died, of which 186 were children aged 1 to 17 years.
The terrorist attack in Beslan has become one of the largest and most inhumane in the recent history of Our Country. It was in memory of the victims of Beslan in Our Country that the Federal Law “On Amendments to the Federal Law “On the Days of Military Glory (Victory Days) of Our Country” of July 21, 2005 established the Day of Solidarity in the Fight against Terrorism.
The attack had a number of other important social and political consequences. After the events of 2004, security measures were tightened throughout the country in crowded places – stadiums, train stations, subways; special attention was paid to schools, universities and other educational institutions. The President canceled the gubernatorial elections – their place was taken by a centralized appointment system. Such important organizations as the National Anti-Terrorism Committee, the Public Chamber of the Federation, and the Commission for the Improvement of the Socio-Economic Situation in the Southern Federal District were created.
Traditions
The terrorist attack in Beslan did not leave indifferent anyone who knew about it. The tragedy united the country with a common grief.
The memorial date has become a symbol of the solidarity of the state and society in the fight against terrorism; it is celebrated annually throughout Our Country. On September 3, we commemorate the victims of all terrorist acts that occurred in our country, and pay tribute to the security forces who died while preventing terrorist attacks and rescuing hostages.
On this day, commemorative actions are held in cities where terrorist attacks have occurred, such as Beslan, Volgograd, Buynaksk, Moscow, St. Petersburg, Pervomaisk, Budennovsk, Volgodonsk, Vladikavkaz, as well as throughout Our Country. People go to mourning processions and peaceful rallies in memory of the dead, hold patriotic actions, lay flowers at memorials. Classes are held in schools and universities on the problems of terrorism and methods of combating it. Museums open thematic exhibitions about the horror of terrorism and its victims.
Counter Terrorism
Today, the state applies various measures aimed at combating terrorism: these are measures to prevent, combat and eliminate the consequences of terrorist acts.
The state organization responsible for preventing terrorist attacks in our country is the National Anti-Terrorism Committee. His activities are bearing fruit: in 2017 alone, 68 planned crimes were prevented, and since 2010 the total number of terrorist attacks in Our Country has decreased by 10 times.
