Policy Horizons Canada says this is no big deal, as “robots with biological brains and biological bodies with digital brains already exist, as do human-computer and brain-machine interfaces.”


But they literally talk about “connecting to the nervous system and manipulating neurons” to add technology to organisms with the intention of changing “its functions and purposes.”
