The meaning of this question can be interpreted as an interest in what exactly the person did, that is, attention is focused not on the very fact of the action, but on the result, or not on the action in general, but on some specific action. That is, we are talking about the ability of a person to choose one or another action. Any answer to this question that voices the choice of a person is “Yes, I did it (and not another)» or «No, I did something else (not that)» indicates that he takes responsibility for his choice.

Responsibility for choice can be distinguished between responsibility for choosing the end (“Why did you do it?”) and responsibility for choosing the means (“How did you do it?”). This is far from the same thing: a person who chooses an end can justify the means of achieving it with this end, that is, in other words, avoid responsibility for the choice of means. Or, on the contrary, if a person is too selective in means, then as a result he may not achieve his goal, that is, not fulfill his duty (turn out to be socially irresponsible).
