Certificate of non-receipt of childbirth allowance by the father: sample and who needs it
A certificate of non-receipt of the childbirth allowance gives the state authorities the right to pay this allowance to the parents of the baby. You can get it at the parent’s place of work or at the social security institution at the place of residence.
Who needs such a certificate and when does the father receive it?
As a rule, the mother receives the lump-sum allowance for the new baby. This must be done within 6 months after the baby is born. For an adopted baby, the allowance can also be taken within 6 months.
Since any parent is eligible for the allowance, the set of documents for receiving it includes a certificate that it was not issued to another family member, that is, to the dad. Dad needs to get a certificate from the management stating that he was not given this allowance.
There are different options for getting help:
- Both parents work, then one of them receives a certificate from the place of work.
- One parent, for example a mother, is unemployed, then the father submits an application for benefits. Mom, in this case, takes a certificate of non-receipt of benefits from the social security authorities at the place of residence.
- Both parents are studying or unemployed. Dad takes a certificate from the social security authorities, after which the mother submits the entire set of documents for receiving benefits to the social security authorities.
The state pays an allowance to a working parent from the social insurance fund, and to an unemployed parent from the federal budget. At the same time, only 1 allowance of this type relies on a family.
What the sample help looks like
There are no standard rules for drawing up such a certificate, but it should be on the title page of the organization and carry the following information:
- Company details.
- Reference number and date.
- Document’s name.
- Full name of the employee who received the certificate, his position, number and date of foundation – the order of employment.
- Information that the employee did not receive child support. It is necessary to indicate the full name of the child himself.
- Where the certificate is intended – at the place of demand.
- The signatures of the management and the seal of the company.
This certificate must be attached to the other parent’s package of documents.
This certificate will not be required if the parents are divorced at the time of applying for benefits, or the mother has not registered anyone as the baby’s dad at all.
A proof of non-receipt of benefits is required when applying for this benefit. Usually dad gets it at his place of work. If he is unemployed, then he receives it in social protection, and when he is an individual entrepreneur, then in the social insurance fund.
