Care allowance is a cash benefit which may be claimed by persons who are responsible for maintenance, as well as by spouses, if they resign or do not take up employment or other gainful employment to care for a severely disabled family member. Currently, it amounts to PLN 620.

Who is entitled to care allowance?

The carer’s allowance is granted regardless of the date when the disability arose. However, it depends on the income of the family caring for the care and the family of the person in need of care. The total income of these families may not exceed PLN 764 per person.

Such an allowance may be received by a person in order providing permanent care to a person who has a certificate of significant disability or a certificate of disability (including indications of the need for permanent or long-term care or assistance of another person due to the significantly limited possibility of independent existence and the need for constant daily participation of the child’s caregiver in the process of its treatment, rehabilitation and education) does not take up or resign from employment or other paid work.

Care allowance – required documents

To apply for care allowance, you must submit an application. The form can be found on the website of the city or commune office or Social Welfare Center. It is also available stationary in the above-mentioned institutions. The application must be accompanied by:

  1. photocopy of an identity document (ID card or passport + original available for inspection),
  2. a certificate of disability or a significant degree of disability of a person requiring care,
  3. a certificate of the facility providing round-the-clock care, in the case of placing a child in it, on the number of days a week in which he or she uses round-the-clock care, or a declaration not to use round-the-clock care for a child placed in a facility providing round-the-clock care for more than 5 days a week , including in a special educational and educational center or a declaration under pain of criminal liability for making false statements,
  4. documents confirming the degree of kinship between the person providing care and the person requiring care (birth certificate, ID card, marriage certificate),
  5. a certificate from the tax office on the amount of income earned in the year preceding the benefit period or a statement by each adult family member,
  6. a certificate of the competent (due to the place of residence) authority of the commune or a payment order about the size of the farm, or a declaration of each adult family member,
  7. a certificate confirming the amount of health insurance contributions or a declaration of each adult family member,
  8. other statements and evidence necessary to establish the right to special care allowance.

Who is not entitled to care allowance?

The carer’s allowance is not granted if:

  1. the caregiver has an established right to a retirement pension, disability pension, survivor’s pension due to the death of a spouse granted in the event of a concurrence of the right to a survivor’s pension and other old-age and disability pension, social pension, permanent allowance, teacher compensation benefit, pre-retirement allowance or pre-retirement benefit,
  2. the caregiver has an established right to a special care allowance, carer’s allowance or a caregiver’s allowance,
  3. the person providing care has a certificate of significant disability;
  4. the person requiring care was placed in a foster family, with the exception of a related foster family, in a family orphanage or, due to the need for education, revalidation or rehabilitation, in a facility providing round-the-clock care, including a special school and education center, with the exception of the entity performing medical activity and uses round-the-clock care for more than 5 days a week;
  5. for the person requiring care, another person has an established right to an early retirement pension;
  6. for a person requiring care there is an established right to a childcare allowance to the family allowance during the childcare leave, the right to a special care allowance, the right to a nursing benefit or a caregiver’s allowance;
  7. per person requiring care, another person is entitled to a benefit abroad to cover the expenses related to care, unless the provisions on the coordination of social security systems or bilateral social security agreements provide otherwise.

Nursing benefit

Nursing benefit due to resignation from employment or other gainful work is granted to:

  1. mother or father,
  2. the actual guardian of the child,
  3. a relative foster family within the meaning of the Act of 9 June 2011 on supporting the family and the foster care system,
  4. other persons who, in accordance with the provisions of the Act of February 25, 1964 – Family and Guardianship Code, have a maintenance obligation, with the exception of persons with a significant degree of disability

Nursing benefits are granted to the above-mentioned groups of eligible persons if they do not take up or resign from employment or other gainful work in order to caring for a person who has a disability certificate together with the indications: the need for permanent or long-term care or assistance of another person due to the significantly limited possibility of independent existence and the need for constant daily participation of the child’s guardian in the process of treatment, rehabilitation and education, or a person with a certificate of significant disability.

What should we remember?

The amount of this benefit is related to the amount of the minimum remuneration for work. Therefore, it will be higher in the next year. From January 1, 2020, it will amount to PLN 1830 per month. Importantly, registering with Poviat Labor Office as unemployed or jobseeker does not affect your entitlement to this benefit.

Nursing benefit is granted if the disability of the person requiring care arose not later than until the age of 18 or during education at school or university, but not later than until the age of 25.
