As part of the gradual resumption of classes in schools and colleges, the Sport-Health-Culture-Civism (2S2C) device aims to offer students educational activities during school time, to supplement class work. and / or at home.
The Covid-19 health crisis
The health crisis linked to Covid-19 imposes distancing constraints and involves very specific reception conditions in schools. This has resulted in a decrease in the number of students supported simultaneously by the same teacher.
The 2S2C device
When the student is not in class, the Sport-Health-Culture-Civism (2S2C) system makes it possible to offer activities during school time, always in connection with the progression of learning and in complementarity with teaching.
2S2C can concern all students from primary to high school. However, the reception needs during school time primarily concern primary and 6th-5th grade pupils.
What types of activities are offered?
The proposed activities can take various forms, while respecting the health rules in force: sport, creative workshops, painting, gardening, circus.
- For sports activities, outdoor practices are preferred, as well as individual practices (for example: running, motor skills course, general physical preparation, dance, yoga);
- For artistic and cultural activities, it can be, for example, plastic arts workshops around drawing, theatrical improvisation workshops, writing workshops, meetings with artists, etc. ;
- For civic activities, this can be, for example, activities around civic engagement, activities around sustainable development, etc.
The participation of the children in this reception is left to the appreciation of the families, it is therefore not compulsory. Children with disabilities are included in this system, which must take into account their constraints.
Who are the 2s2c stakeholders?
This device is organized in schools above all by teachers, but a variety of actors can intervene, in order to offer original things or whose technicality requires special know-how. Students can thus benefit from a panel of original proposals corresponding to the era of time, such as for example: creating a blog.
The different stakeholders
The actors involved in this system are numerous:
- professors ;
- the communities ;
- school directors;
- school leaders;
- sports club, association, sports federation or STAPS student;
- the artists.
Professors
The 2S2C activities are provided in priority by teachers, by additional services, by exchanges of service or in inter-degree (school / college) or even, within the limit of the available allocations, in overtime.
Teachers can also play an advisory role to their school head. They will be able, if necessary, to work with the local network that they know and with which they have often already built educational projects for example, or places of internships.
School principals
The director informs the Inspector of National Education of his constituency. This supports the educational team in the implementation. The objective is to facilitate contacts and coordinate, if necessary, collaborations between the various stakeholders.
Heads of establishments
The principal informs the DASEN, who is the Academic Director of the National Education Services. He is responsible in the department for education services, except those of higher education.
Thanks to the establishment of an agreement between the school and the stakeholders, the DASEN notably finalizes the clauses relating to State funding and ensures, with the academic services, the payment of the subsidy to the community on the operational budget of academic program 230 (Student life).
The communities
After identifying the areas of intervention in which it wishes to get involved, the voluntary community contacts the DSDEN (Department of Departmental Services for National Education).
The academic services identify the needs of schools and bring together the various coordination bodies (departmental support group, CLEA, etc.).
Then the local authority contracts with the DSDEN and the head of the establishment (middle or high schools) to set up the 2S2C system.
Sports clubs, associations, sports federations or STAPS students
The worker contacts the community, the DRJSCS or the DDCS, the school principal or the head of the establishment.
The teachers and departmental pedagogical advisers of the DSDEN can also act as intermediaries with the establishments.
Artists or a cultural structure
Registration is possible on the dedicated platform which will be set up on June 8.
It is also possible to make direct contact with the community, the DRAC, school directors or school heads. The artists’ interventions are made within the framework of a partnership with a supervising adult and a group leader.
What financial support?
Communities that set up a 2S2C system benefit from a maximum budget of € 110 per day and per group of 15 students, regardless of the level concerned. The agreements between the DASENs and the local authorities specify the amount of this envelope.
Support by the community
The community will be able to cover the following costs:
- sports and educational material;
- consumables for cleaning teaching materials;
- transportation and travel costs for the tutor or students;
- any entrance fees (swimming pool, etc.);
- the cost of the speaker (s).
What prospects for this device?
The 2S2C device applies to school time and is therefore not intended to continue during the summer holidays. However, the partnerships formed to set up a 2S2C system will be very useful within the framework of the “Open School” system which will be deployed as part of “learning holidays”.
